The Kentucky Department for Public Health (KDPH) is submitting a grant application to expand and further the established Kentucky FR-CARA Program to provide services to 68 rural counties throughout Kentucky. If approved, KDPH will provide FR-CARA services to rural counties, 29 of the 68 counties are classified as 2022 High Intensity Drug Trafficking Areas (HIDTA). The identified counties were selected by reviewing Kentucky Office of Drug Control Policy (ODCP) Drug Overdose Mortality Rates and the Kentucky Injury Prevention and Research Center (KIPRC) Emergency Room Overdose Visit Rates. The 68 designated FR-CARA counties are rural, historically underserved, impoverished, and are not located in a metropolitan statistical area. The population of focus are persons who are trained to administer naloxone, including all first responders and personnel at other approved entities.
