Three Bridges Recovery Wisconsin, Inc. Peer Recovery Support Project - The Three Bridges Recovery Wisconsin Inc. (TBR) Peer Recovery Support Project will utilize peer recovery support services, including deployment of specially trained recovery coaches to substance use-related crises in hospital emergency departments, provision of community-based coaching, support for jail-based programming, recovery coach training, and increased access to harm reduction services, to mobilize and connect a broad base of community resources for residents of six rural, central Wisconsin counties who are affected by substance use disorder (SUD). The TBR service area of Clark, Langlade, Marathon, Portage, Taylor, and Wood Counties has a total population of 356,357 residents with a population of 57.5 persons per square mile, just over half of the Wisconsin average of 105 persons per square mile. The catchment area is almost entirely rural with the exception of the Wausau-Weston metropolitan statistical area in Marathon County, such that 89.1% of residents live in rural areas and contend with the associated challenges, such as limited service availability and lack of public transportation. The overarching goal of the proposed project is to increase the capacity of TBR to provide peer recovery support services for individuals affected by SUD in rural, central Wisconsin. This goal is support be three measureable objectives: (1) By September 29, 2025, increase the capacity of TBR to provide coordinated recovery support services to individuals seeking SUD recovery in rural, central Wisconsin and partner with SUD-focused networks as measured by: coordinating service delivery for at least 10 coaches, hiring three full-time equivalent coaches to serve at least 660 people, attending at least 40 substance use network meetings, and adding at least one service area hospital to programming. (2) By September 29, 2025, collaborate with harm reduction partners to reduce the stigma associated with SUD as measured by: training at least 360 individuals affected by SUD in the CCAR model of recovery coaching and/or naloxone use, conducting at least 30 presentations to community organizations, and establishing at lease on harm reduction satellite site. (3) By September 29, 2025, identify at least one additional source of sustainable funding for peer support services for individuals seeking SUD recovery. Activities will strengthen the infrastructure of TBR to build capacity for peer recovery support services by supporting dedicated leadership staff, increasing the number of recovery coaches on staff to deliver services, engaging organizations and community members to align efforts and promote harm reduction, and identifying sustainable funding sources. The services offered by TBR help those seeking recovery to connect with the resources they need, assist with turning latent need into demand among those who are not actively seeking treatment, and reduce harm for those who continue to actively use. As a result of the proposed project, TBR will provided services to 280 individuals in Year 1, 340 individuals in Year 2, and 400 individuals in Year 3 for a total of 1,020 individuals over the lifetime of the project.
