A partnership among County of San Luis Obispo Behavioral Health Department, Superior Court, Department of Probation and local community stakeholders seeks an EXPANSION grant for its Adult Drug Court (ADC) Program. The County is a rural jurisdiction in California (pop. 283,000) with post-plea misdemeanor and felony drug court program that proposes to provide Recovery Housing to 40 individuals per year (60 in the first year), for five years, for a total of 220 individuals served by this grant proposal. The target population is adults that are high-risk and high-needs, as assessed by the Probation Department using the Level of Service Inventory – Revised, who have been concurrently diagnosed with at least one substance use disorder and may also have at least one mild-moderate mental health diagnosis. The Adult Drug Court was established in 1999. The amount of funding requested is $400,000 per year for the five-year grant period.
Project Strategy and Partnerships: San Luis Obispo County is the eleventh least affordable housing in the United States (2017). The proposed expansion is to provide Recovery Support Services in the form of a Recovery Residence stay (Oxford House) to all ADC participants in San Luis Obispo County who need it. All Recovery Residences provided funding with this grant will be MAT compliant in order to serve those with opiate use disorders with Medicated Assisted Treatment.
In addition, this grant will provide a Program Manager to coordinate court operations and outcomes, including training programs for drug court practitioners, drug court program evaluations, and performance management system implementation.
Project Goals:
• Supporting strategies that ensure drug court practitioners have the tools to effectively manage interventions, including data collection and analysis to inform system improvement and implementation fidelity, training and technical assistance, and tracking and improving drug court performance.
• Building and maximizing the capacity to ensure that all potential participants are identified and assessed for risk and need as soon as possible to prevent overdose.
• Enhancing the provision of recovery support services, including transitional clean and sober housing assistance to reduce recidivism.
Project Outcomes: When successful, participants in the Adult Drug Court Program will have achieved and sustained a lifestyle of sobriety and recovery, including learning skills to better manage their lives. There will be decreased criminal recidivism, decreased impact on the criminal justice and behavioral health care systems, and re-stabilized lives and families.
