PROJECT ELIA proposes to increase the engagement in care for Latino Men Who Have Sex With Men and Transgender Individuals who are underrepresented individual with SUD or COD. - This project is eligible for 5 additional points as the organization is in Harris County Texas. Fundacion Latinoamericana de Accion Social Inc. Latin American Foundation for Social Action also known as FLAS proposes Project ELIA to increase the engagement in care for Latino Men Who Have Sex With Men and Transgender Individuals who are underrepresented individuals with substance use disorders and or co-occurring substance use and mental disorders who are at risk for HIV disease or PLWHA and receive ART residing within the City of Houstons Health Department Bureau of HIV-STD Viral Hepatitis Prevention identifies the following high priority zip codes 77031, 77036, 77072, 77074, 77081, and 77099 where HIV transmission continues to occur disproportionately in certain population groups and geographic communities. FLAS plans to target six designated High Priority Zip Codes which allows FLAS to concentrate services and resources on the zip codes most in need.
Table 1 spells out the overall goal and objectives of the proposed project named Project ELIA. Services are also available to the sex and or needle-sharing partners of the population of focus.

Project ELIA Goal: HLMSM and TG who are underrepresented individuals with substance use disorders and/or co-occurring substance use and mental disorders who are at risk for HIV disease or PLWHA and receive ART remain engaged in care to improve and or maintain positive health outcomes.
FLAS has at least two years of experience as a Texas Licensed SUDs Outpatient Adult Treatment Provider. Services directly provided by FLAS under this RFA include Screening and Assessment including SBIRT, Intensive and Supportive Outpatient Programs, Mental Health Counseling, Clinical Case Management, HIV-STI, HBV, HCV Testing Counseling Referral Harm Reduction Services, PrEP Services and Recovery Support Services. Two collaborators 1. El Centro De Corazon Community Health Center 2. Montrose Center provided an MOA and Letter of Commitment including a statement attesting to the two years of the experience requirement.
The listed evidenced-based practices and or evidenced-based interventions are embedded within Project ELIA's care continuum as well as adapted and or tailored for HLMSM and TG Seeking Safety, Matrix, IOP, Cognitive Behavioral Therapy, Relapse Prevention Therapy, Implicit Bias Training, Motivational Interviewing, and the Indigenous Leader Outreach Model.
