MST Team 2 - NAME: Multisystemic Therapy Team 2.
SUMMARY:
Emergence Health Network is the local mental health authority in El Paso, Texas. Through Multisytemic Therapy Team 2, Emergence Health Network will decrease the current critical gap in services for adolescents with the highest need which could result in overreliance of the crisis system and youth being placed out of their homes and communities. MST Team 2 will increase access, usage, and outcomes for low-income male and female Hispanic / Latino youth in El Paso, Texas who are between the ages of 12 and17 and who have serious behavioral problems, substance use disorder and / or co-occurring mental health disorders, and who are at risk of out of home placement.
POPULATION:
The population of focus for MST Team 2 are low-income male and female Hispanic / Latino youth in El Paso, Texas who are between the ages of 12 and17 and who have serious behavioral problems, substance use disorder and / or co-occurring mental health disorders, and who are at risk of out of home placement. In 2018, there were approximately 60,000 children and youth with a mental health condition and approximately 2,000 of those individuals had a documented substance use disorder. Half (1,000) were living in poverty and half (1,000) had co-occurring psychiatric and substance use disorders. Very few youth were receiving substance use treatment for substance use disorders. Furthermore, about 2,400 children and youth in El Paso County had a SUD and only about 200 were receiving treatment. About 1,000 children and youth had an Alcohol-Related SUD and none were receiving treatment. Intensive community-based services are offered in El Paso County to include MST (50 cases per year), however, there is more need across the county (800) than what the current capacity can serve. This leaves a critical gap in services for children and youth with the highest need which could result in an overreliance on the crisis system and youth being placed out of their homes and community. It was recommended in the report that the community expand community-based intensive services. MST Team 2 will serve 30 unduplicated youth during Year One and 45 unduplicated youth each year after.
GOALS:
Our overall goal is to decrease the current critical gap of evidence-based, community-based intensive services for our population of focus. The proposed additional multisystemic therapy (MST) team under the Multisystemic Therapy program at Emergence Health Network (EHN) will address three overarching goals: (1) Increase MST access to population of focus to decrease substance use in the community, decrease risky behaviors, and out of home placements. (2) Increase MST usage by population of focus to decrease substance use in the community, decrease risky behaviors, and out of home placements. (3) Increase MST outcomes by population of focus to decrease substance use in the community, decrease risky behaviors, and out of home placements.
OBJECTIVES:
The technology infrastructure, training platforms, evidence-based practices, and accreditation and certifications capacities are in place to implement timely execution of the following training objectives: (1) MST Team 2 will provide MST services to 30 unduplicated youth within population of focus by the end of Year 1 and 45 unduplicated youth each year after. (2) By the end of each year, 85% of all youth served will be in school or working. (3) By the end of each year, 85% of all youth served will be living at home. (4) By the end of each year, 85% of all youth served will not have new arrests during treatment. (5) By the end of each year, 85% of youth will complete MST treatment.
