Prestera Center for Mental Health Services, Inc, plans to implement and sustain Prestera Center’s Workforce Support program across eight disadvantaged counties in West Virginia. The population of focus is Appalachian, disadvantaged adults at risk of fatal overdose contemplating treatment or in treatment for substance use disorders, or in recovery, that have histories of unemployment and/or lack participation in the workforce. Prestera Center’s Workforce Support will provide career evaluations and vocational case management to ensure participants have a career path (more than a job) that allows independent living and reinforces long-term recovery. Improving social determinants of health, including safe, decent, affordable, drug-free housing, tobacco and vaping cessation and careers that pay a livable wage with benefits are the focus. The goal is to increase the number of individuals in treatment and recovery living independently and supported by consistent, full-time, gainful, competitive employment while decreasing relapse, recidivism and overdose. Objectives include decreasing the number of overdose fatalities by at least 80 individuals per year across 8 counties in WV, for at least five consecutive years, as measured by at least 80 individuals at risk of fatal overdose maintaining recovery, independent housing and employment. Engaging at least 80 individuals annually who are in treatment and recovery in vocational and career evaluations, short-term pre-vocational services, training services linked to employment opportunities, case management, counseling, recovery coaching, aftercare and care coordination each year for five years; identifying at least 10 employers paying at least $12 an hour starting wage in each of 8 counties; adopting innovative technology that supports recovery and wellness in the form of a mobile application; form and convene (at least quarterly) an advisory committee that includes the members from the local and state workforce boards, training program partners, the WV DHHR Bureau for Behavioral Health and the Office of Drug Control Policy, employers and other stakeholders to guide the project, identify workforce gaps due to substance misuse, review outcomes, ensure progress towards goals and objectives and plan sustainability after federal grant funds expire, and, engage at least 40% of participants using tobacco or vaping products to quit and stay quit through tobacco cessation programs offered to clients of Prestera’s Workforce Support. At least 80 participants will be served each year with a minimum of 400 served over five years.
