Mountain Comprehensive Care Center (MCCC) will implement evidence-based treatment, recovery, and employment services through the Big Sandy Healthy Workforce Program to support adults in substance use disorder treatment (and co-occurring disorders treatment) and recovery to live independently and participate in the workforce throughout the Big Sandy region of Floyd, Johnson, Magoffin, Martin and Pike Counties in eastern KY.
Population: The targeted population will be adults ages 18 or older who are participating in a substance abuse treatment program (or co-occurring SUD/mental health disorders treatment program) and/or are in recovery from substance abuse, and are in need of career development assistance and ongoing recovery supports to successfully enter the workforce across the Big Sandy region of KY. The targeted area experiences significant economic and behavioral health care disparities including among the highest overdose death rates (Meth, opioids), number of opioid prescriptions, and rates of depression in KY. While unemployment has always been acute, the effects of COVID-19 are further taking a toll on the region’s economy and workforce.
Interventions: The project will be located in the Big Sandy Regional Treatment & Workforce Center which will also house 16 short-term substance abuse treatment beds, 24 long-term treatment beds, an outpatient treatment center, on-site recovery and peer support services so that clients can access a one-stop delivery system to address their holistic recovery needs as well as specific employment services, training, and other workforce needs. EBPs include Motivational Interviewing, Peer Support Services, Supported Employment, and trauma-informed care.
Goals & Objectives: MCCC will serve 65 unduplicated persons in Year 1 and 100 annually in Years 2-5 for a total of 465 over the 5-year period. Goals are to: 1) Improve employability for adults in the Big Sandy region who are in recovery from a SUD (or COD) by conducting workforce and skills training, career services, and other individualized employment supports; 2) Improve stability by offering case management, wraparound and peer recovery support services; and 3) Improve effective project implementation and evaluation by conducting CQI activities. Objectives include: by the end of each year MCCC staff will have provided and/or coordinated: 1) short-term prevocational training/training linked to area employment opportunities so that 60% will increase their job readiness skills; 2) access to individualized employment and career services so that 60% will obtain employment; 3) at least 3 additional partnerships to increase the number of employers and/or employment or training opportunities available; 4) case management, counseling, and care coordination so that 55% will decrease use of alcohol and/or illicit substances; 5) recovery and peer support services so that 60% will decrease their barriers to employment; and 6) at least quarterly PMT meetings to assess gaps in the workforce, coordinate with local, regional and state employment/training activities, monitor implementation, and evaluate the status of goals/objectives/outcomes with the Morehead State University evaluation team.
