Summary. Under the Tribe’s 2018 TOR grant the Tribe developed a suboxone MAT program in Grand Ronde with 21 current clients. Under this TOR project the Tribe do an updated strategic plan, obtain training, and provide suboxone and methadone MAT services to 30 intakes in year one and 60 in year two, including adding a MAT clinic in Salem. There are also client assessments, case management, and individual and group counseling.
Population. The Tribe has 5,500 members with 2,600 in our six county service area and most of that in three southern counties near Grand Ronde and Tribal housing and services
As a terminated Tribe (1953 to 1984) there was trauma from dislocation before restoration was achieved. The challenges facing our population include drug and alcohol abuse and mental health concerns as well as lagging education and higher unemployment than for non-natives.
During 2019 Children Family Services had 399 abuse/neglect reports, 59 reports involved sex abuse, 66 with physical abuse, 118 neglect, 27 alcohol, 86 drugs, 43 with domestic violence.
In 2019 Behavioral Health had 299 clients. Tribal health records show 65 clients with opioids, meth or cocaine and 136 clients with other substance abuse disorder not counting alcohol. The Tribe also has a men’s transition house and a women’s transition house.
Project Goals-Objectives & People Served. The Tribe has some funding for prevention, counseling, recovery, and treatment but prior to TOR 2018 the Tribe had no medication assisted treatment (MAT) program from which the Tribe developed suboxone MAT. Our recovery homes help but most all members still fight addiction cravings after they leave the transition houses and recidivism is still a problem. For this project the Tribe will be expanding from just the Grand Ronde clinic to one in Salem and will be adding methadone MAT. The MAT program has helped and will help members block or tame addiction cravings. This work is in combination with case management and individual/ group counseling.
GOAL: The Tribe’s goal for Tribal Opioid Response is to decrease opioid use in our Tribal community by implementing evidence-based and cultural based programs.
Objective 1: By the 2nd project month the Tribe will have completed an updated needs assessment and have prepared an updated opioid strategic plan.
Objective 2: By the 4th project month the Tribe will have arranged or provided trainings and arrange for physicians to complete MAT methadone training and additional suboxone training.
Objective 3: Developed MAT program by the 4th project months and have 30 intakes in year one and 60 in year two.
Objective 4: Developed MAT focused chemical dependency counseling and case management by the 4th project month and see the MAT clients, 30 intakes in year one and 60 in year two.
