Abstract - Tribal Opioid Responder (PYTOR)The Pascua Yaqui Tribe submits this application to secure funding for expanded services for an Opioid prevention project. The Sewa Uusim Community Partnership a program of the Tribal Health Services Department will serve as the lead agency in partnership with the Centered Spirit Mental Health program and the Health Department Drug Testing, Nursing and Health clinics. The Pascua Yaqui Tribal Opioid Response Project (PYTOR) has been blessed with an array of direct and supportive services for those tribal members addicted in our community. We have a MAT, primary care, IOP, Mental health clinic and community based cultural support array of services. Our Claimtrak, EMR, is separate from our RMPS electronic medical records and tracks our Behavioral Health members. “Claimtrak” lists over 200 clients in our New Beginnings MAT program on the New Pascua Reservation located southwest of Tucson, Arizona fifty miles from the border with Mexico. It is a point of confusion for us that the Pascua Yaqui TOR allocation for our tribe with an enrollment of over 20,000 members is allocated only $162,067 to address the issues on the reservation and no allocation for our Tribal Pueblo in Guadalupe, AZ location south of Phoenix, Arizona. This application will provide an overview and budget for the TOR application targeted amount of $163,067 in addition a secondary project which is submitted for consideration to enhance evidence based treatment and experience based life and job skills for Opioid impacted young adults ages 16 to 24 years. We submit both outlines for prevention and additional funding for provision of outpatient therapy using the evidence based MATRIX and Contingency Management model for clients 16 to 24 and their families impacted by Opioid. Sewa Uusim will utilized the $163,067 to provide a tribal wide Opioid misuse awareness program in partnership with the Health Department, Drug Testing program, Community Nursing, Centered Spirit and our Tribal Youth Move program. We project we will reach over 1000 individuals a year with our awareness material, radio PSA’s, youth U-Tube, Social Media videos created by our youth Intel Clubhouse & Youth MOVE members. Surveys, pre and post tests will measure the impact of our efforts.The use of experiential based education using out Intel Clubhouse options, Drone Training and High Tech Hydro / Aquaponic greenhouse, traditional planting or horsemanship programs coordinated with our tribal GED and Matrix Evidence Sewa Uusim a community behavioral health provider with 15 years’ experience in implementation of federal and state grants will assure all requirements and reports are completed and data entered into the SPARS portal system. The 200 enrolled MAT clients speaks to the level of need for prevention efforts to stop the growing numbers of young adults entering treatment. The PYTOR will reach our youth, young adults their peers, specifically pregnant teens and elders. We will target our health clinic to explore utilization of our tribal alternative medicine, wellness programs and other alternatives to reduce use of Opioid for clients with pain issues. The issues related to prevention and opioid use is found in the early education and factual sharing of information with targeted high risk youth, young adult populations and the general community including family members, elders and professionals staff who serves tribal members.The need is creation of a sense of openness related to discussion on issues around use and abuse of Opioid. We request consideration of additional funding to address the young adult population 16 to 24 years old where we believe we lose our youth to higher-level drug use. We request expansion of our Transitional Youth program to develop a treatment, outreach and partnership program with high risk youth without high school diplomas with no stable incomes and limited prognoses at risk for Opioid and higher level drug experimentation.
