Franklin County proposes to implement the Pathways ARC (Achieving Recovery by Choice) program for justice involved individuals identified at jail booking as opioid dependent and at risk for overdose. Utilizing an integrated treatment approach that combines medication assisted treatment, specifically extended release naltrexone, with behavioral therapy and peer support, Pathways ARC will seize upon the window of opportunity local incarceration can play for many suffering from an opioid addiction. Applicant Name: Franklin County Project Title: Achieving Recovery by Choice (ARC) Total Federal Request: $1,571,626.14 Year 1 Federal Request: $524,582.00 Year 2 Federal Request: $523,480.11 Year 3 Federal Request: $523,564.03 Population of Focus: Justice involved individuals booked into the Franklin County Correctional Center with a history of multiple incarcerations and identified as at risk for opioid overdose. Strategies/Interventions: Medication Assisted Treatment utilizing extended release Naltrexone, cognitive behavioral treatment, peer support services, harm reduction and tobacco cessation education along with exposure to the 12 Step Recovery model. Subset of Project Goals and Objectives: (1) 85% of justice involved individuals screened for Pathways participation and in need of treatment services will be able to gain access to the level of care needed through expanded capacity, effective interventions, and strengthened collaborations. (2) 85% of Pathways participants initiating medication assisted treatment pre-release will follow up with post release MAT for a minimum of six months. (3) By September 30, 2021, a minimum of 100 inmates will receive overdose prevention, safe syringe and tobacco cessation education to reduce their risk.
