Tarzana Treatment Centers, Inc. (TTC) will expand and enhance early intervention, comprehensive treatment, and recovery services for primarily racial/ethnic minority youth (ages 12-18) and their families with substance use disorder (SUD) or co-occurring substance use and mental health disorders (COD) in northern Los Angeles County (LAC) with the primary aim of improving youth treatment outcomes and increasing families’ access to needed services. Through the Youth and Family Tree Program, TTC will enhance its existing Youth Outpatient Program by incorporating a more family-centered, holistic approach as well as additional behavioral interventions that target abstinence from marijuana and other substances and promote prosocial behavior. Specific services to be offered include: 1) Comprehensive Assessment and Individualized Treatment Planning; 2) Individual, Group, and Family Counseling; 3) Co-located Mental Health Services; 4) Case Management, Care Coordination and Wraparound Services for youth and participating family members; 5) Youth Advocacy Services; 6) Wellness/Recreational Classes, including tobacco prevention education and cessation support; and 7) Abstinence Education and Messaging. TTC will provide all required services to create a comprehensive, family-centered, trauma-informed, evidence-based, coordinated, and integrated outpatient program. In addition to using core evidenced-based practices (EBPs), such as Motivational Interviewing (MI), Cognitive Behavioral Therapy (CBT), and Seeking Safety (SS), TTC will adopt the Adolescent Community Reinforcement Approach (A-CRA) as an EBP enhancement based on its emphasis on skill-building for sustained recovery and abstinence and family participation in the treatment process. Specific project goals are to: 1) Expand access to culturally-competent, developmentally-appropriate, and evidence-based early intervention and treatment services; 2) Enhance TTC’s publicly-funded early intervention and treatment program to better meet the complex needs of racial/ethnic minority youth and families; and 3) Establish a multi-system, family-centered coordinated care planning process aimed at addressing health disparities and service gaps among racial/ethnic minority youth and families. Measurable objectives include: 1) increased treatment completion rates; 2) 100% screening and referral of family members with SUD/COD; 3) improved mental health outcomes; 4) improved parenting skills and family functioning; 5) increased social connectedness; and 6) increased access to primary care, mental health, and supportive services. The proposed project will be fully embedded in TTC’s Youth Services Department, and TTC anticipates serving an additional 50 youth and their families in Year 1 and 100 annually thereafter (Years 2-5) for a total of 450 additional youth and families served over the 5-year project period (a 37.5% increase over current projected enrollment of 1,200 for the same period).
