The Tule River Indian Health Center, Inc. (TRIHC) will implement the Youth Treatment and Recovery Enhancement and Expansion Project (Youth TREE Project). The Youth TREE Project will provide much-needed substance abuse prevention, intervention, and treatment services for Native American youth (ages 12 - 25), who reside on the Tule River Indian Reservation in Tulare County (California), as well as other Native American youth (ages 12 - 25) from throughout Tulare County. The target population reports high levels of alcohol, marijuana, and tobacco use -- 34.9% reported alcohol/drug use in past month, 9.5% reported marijuana use in past month, and 31.8% reported e-cigarette use in past month. The project will use three (3) evidence-based practices, including: individual and family counseling using the Adolescent Community Reinforcement Approach (A-CRA); home-based follow-up care using the Assertive Continuing Care (ACC) approach; and the White Bison Medicine Wheel and 12 Steps for Adolescents Program (a modified 12-step program). The project will also use brief counseling for alcohol and tobacco use; tobacco cessation services; mental health counseling services; and a "making healthy choices" education campaign. The goals of the project are to decrease Native American youth alcohol, marijuana, and tobacco use in Tulare County, as well as to decrease the initiation of Native American youth alcohol, marijuana, and tobacco use in Tulare County. At the conclusion of the five-year project period, Native American youth in Tulare County will report at least a 35% decrease in alcohol use, a 15% decrease in marijuana use, and a 25% decrease in tobacco use. Further, at the conclusion of each year of project implementation, the number of middle school students referred to the project for substance abuse treatment services will decrease by at least 10%. The project will serve a minimum of 50 Native American youth in year one and a minimum of 100 Native American youth in each subsequent year -- a minimum of 450 Native American youth during the five-year project implementation period.
