Department of Health and Human Services Substance Abuse and Mental Health Services Administration Grants to Expand Substance Abuse Treatment Capacity in Adult Treatment Drug Courts and Adult Tribal Healing to Wellness Courts (Short Title: SAMHSA Treatment Drug Courts) RFA No. TI-18-008 CFDA No.: 93.243 Kansas City Municipal Drug Court Substance Abuse Treatment Expansion (Short Title: KCMDC SAT Expansion) 16th Judicial Circuit Court of Missouri, Kansas City Municipal Division; Jackson County, Missouri ABSTRACT Kansas City Municipal Drug Court (KCMDC) respectfully requests $400,000 per year over the next 5 years of SAMHSA funding in support of Kansas City, Missouri Municipal Adult Treatment Drug Court Substance Abuse Treatment Expansion (KCMDC SAT Expansion) to expand and enhance substance abuse treatment services in the existing KCMDC which has used the treatment drug court model in order to provide alcohol and drug treatment to offenders since 2002. The purpose of the KCMDC SAT Expansion project is to meet the clinical needs of KCMDC participants to ensure they are treated using evidence-based practices consistent with the substance use disorders disease model and the problem-solving model, rather than with the traditional court case-processing model. The KCMDC SAT Expansion target population is Kansas City Municipal Drug Court (KCMDC) adult defendants diagnosed with a substance use disorder as their primary condition, particularly those identified as needing immediate treatment, as well as adult defendants who have co-occurring substance abuse and mental health disorders and trauma treatment needs. KCMDC participants are 61% male, 39% females. The inmate population is 62% Black; 32% Caucasian; 5% Hispanic; 1% Other. With an age range of 18-60, the average participant age is 41. KCMDC SAT Expansion will engage First Call Alcohol/Drug Prevention & Recovery (First Call), the current provider of evidence-based substance use disorder treatment services for KCMDC clients. First Call KCMDC SAT Expansion services will include 1) Sober ME, intensive inpatient treatment for KCMDC clients incarcerated at the Jackson Country Regional Correctional Center (RCC) and 2) ME After, an outpatient treatment program for KCMDC clients after their release from incarceration. Grant funds will also be used to provide transitional housing and Medication Assisted Treatment (MAT) administered by Benilde Hall. Thinking for a Change classes will be provided at RCC by Ad Hoc Group Against Crime. Support services will also be provided to individual defendants and their family members in alignment with SAMHSA’s definition of a Recovery Oriented System of Care (ROSC).
