Duval County Adult Drug Court ExpansionProviding services to Duval County justice-involved individuals residing in Jacksonville, Jacksonville Beach, Neptune Beach, Atlantic Beach, and Baldwin. - The Fourth Judicial Circuit of Florida is requesting funding to expand the Adult Drug Court program in Duval County. This project, entitled "Duval County Adult Drug Court Expansion" intends to expand the collaborative delivery system of population focused care between the Fourth Judicial Circuit and local community-based care agencies. This project intends to increase access to and availability of evidence-based treatment and recovery support services to a larger number of participants, increasing the number of individuals served and addressing gaps in the continuum of treatment, thus increasing the likelihood of successful habilitation. Positive outcomes will be achieved through early, continuous, and intense judicially supervised treatment, mandatory science-based drug testing for treatment compliance and therapeutic intervention, and through the use of appropriate incentives, sanctions, and other services. The goals for this project are to (1) incorporate motivational interviewing techniques by completing the objectives of scheduling training, receiving training, and beginning services; (2) eliminating racial disparities by expanding the minority population of the program through the completion of objectives designed to increase outreach and recruitment efforts; (3) partner with licensed and committed treatment and recovery housing providers by identifying such providers, entering into contractual agreements, and monitoring such providers for adherence to the program; (4) incorporate certified peer specialists to provide evidence-based peer support through the completion of objectives such as identifying prospective peers, training peers, and assigning peers to participants; (5) increase and expand upon the medication assisted treatment options available to this population by initializing screening efforts on all new program participants early in the treatment process, educating participants on the benefits of utilizing medication assisted treatment, and providing medication assisted treatment options throughout the continuum of care; and (6) to collect and evaluate relevant associated data utilizing programmatic and standardized data collection tools and bi-annual/annual reporting to be used in sustainability funding efforts at the local and state level. This project proposes to serve 75 participants annually (375 total) who are non-violent, justice-involved adults identified as having an existing substance use disorder or co-occurring substance use and mental health disorder and who score as high-risk/high-need on an evidence-based criminogenic risk assessment tool.
