The New York State Unified Court Systems, Oneida Drug County Court (hereinafter OCDC) is requesting SAMHSA Grant Program funds in the amount of $1,114,054 to enhance the OCDC, an existing adult drug court. The court will develop the “Supporting Treatment and Addiction Recovery” (STAR). The STAR enhancement will engage non-violent male and female high risk/high need participants who enter the Rome City Court location of the OCDC in successful rehabilitation efforts. The Rome City Court location services participants that reside in rural parts of Oneida County. Lack of public transportation make getting to substance abuse treatment difficult for rural residents. The funding will allow the court to refer a total of 200 treatment court participants (40 year 1, 40 year 2, 40 year 3, 40 year 4, 40 year 5). The grant will allow OCDC to partner Community Recovery Center (hereinafter CRC) to enhance existing programming for drug court participants. CRC is an affiliate of Rome Memorial Hospital, a not-for-profit, tax exempt organization that has served Oneida County more than 130 years. Rome Memorial Hospital has been recognized for following evidence based practices by such well known organizations as the American Heart Association and the U.S. Department of Health and Human Services. Funding will enable the court to 1) add additional treatment services staff. 2) Train clinicians in Moral Reconation Therapy (MRT), Dialectical Behavioral Therapy (DBT), Seeking Safety and Contingency Management 3) Fund treatment assessments and Medicated Assisted Treatment (MAT) when participants are not covered by insurance and 4) conduct a process and outcome evaluation. The primary goal of the project is to positively impact drug court participants by engaging them in services provided by CRC. The goal will be met by developing and executing a comprehensive treatment plan that includes substance abuse treatment and evidence based practices including: Moral Reconation Therapy, Dialectical Behavior Therapy Skills, Seeking Safety and Contingency Management. Success will be measured by improved attendance in treatment, abstinence, increased social functioning skills and the successful completion of OCDC. The OCDC adheres to the Ten Key Components and the Adult Best Practice Standards in the overall program.
