The Hope Center Offender Reentry Project will provide offender reentry services to adult women reentering Lexington, Fayette County, Kentucky from prison or jail. Pre-release screening, assessment, reentry planning and case management services will be provided; and post-release expanded residential substance abuse services will be provided by Hope Center and project partner Chrysalis House, Inc. According to BJA statistics, within three years of release about two-thirds of state prisoners are re-arrested, with many re-incarcerated. In 2016, 15,573 were released by KY DOC (2016 KY DOC Annual Report, p. 16). Large numbers of reentering inmates, high rates of re-incarceration, and steep costs of incarceration make reentry a priority (Urban.org. July 2015). According to the KY DOC (May 2017), 13% of Kentucky inmates are female. Women returning to the community after prison face many challenges, including histories of substance abuse or co-occurring substance abuse and mental illness, trauma, employment problems, lack of housing, and health issues (including tobacco use and risky behaviors). They also often face challenges in reuniting with family and in developing positive social networks. The Hope Center Offender Reentry Project will provide evidence-based strategies and interventions (including cognitive behavioral therapy, motivational interviewing, and Seeking Safety) to address the project goals of increased number of individuals served; increased abstinence from substance use; increased employment rates; decreased recidivism rates; increased housing stability; decreased criminal justice involvement; improved individual and family functioning and well-being; increased social connectedness; and decreased risky behaviors. Measurable objectives include project initiation within 4 months of funding award; coordination of systems linkages and continuous quality improvement; maximization of resources; expansion of residential substance abuse recovery by 10 slots (serving 20 women annually) and expansion of residential substance abuse treatment by 20 slots (serving 20 women annually)within 4 months of award; and achievement of goals through the provision of peer mentoring; comprehensive treatment and recovery services; employment services and US DOL high-risk bonds; relapse prevention and case management services; housing services; services for mental health and co-occurring disorders; and physical health and dental services. An unduplicated 140 women will be served annually, for a total of 700 additional reentering women over the 5-year project period.
