The Judiciary of Guam is engaging in a FY 2018 SAMHSA Family Treatment Drug Courts Grant project to deliver expanded treatment programs to child welfare-involved individuals admitted to Guam’s Family Drug Court. The purpose of the project is to address gaps in the treatment continuum for individuals with substance use and/or co-occurring mental health disorders while simultaneously addressing the needs of their children. After operating an Adult Drug Court for over a decade, the Judiciary launched Guam’s first Family Drug Court in November 2017 and projects a total of 10 parents by September 2018. Using evidence-based tools, individualized assessment-driven case plans are developed for each family in line with the Key Components of Drug Courts and Standards. While establishing the program was a positive step, there remain multiple gaps that need to be addressed, including access to residential treatment and the availability of evidence-based parenting programs. The goal of the FY 2018 SAMHSA Family Treatment Drug Courts project is to strengthen and reunite families by providing collaborative, culturally respectful, family-centered treatment and services through increased judicial oversight. The project will commence services within four months of receipt of the grant and maintain a minimum of 20 parents a year. Through collaborative case planning with community partners, services will include Peer Recovery Support Services, residential treatment and evidence-based parenting programs. By the end of Year 1, 80% of all families will be enrolled in or avail of at least one substance use treatment, evidence-based program or wrap around support service identified as a need in the family service plan agreement. Tangible incentives will be offered to all program parents, such as assistance with childcare or transportation, within 4 months of receipt of the grant. Further, to accomplish the project goal, the Judiciary will increase the family drug court staff capacity by providing at least one training opportunity to the family drug court team per grant year. This FY 2018 SAMHSA Family Treatment Drug Courts Grant project will enable Guam’s Family Drug Court to improve and expand treatment services made available to these offenders and their children and increase capacity to accept a greater number of eligible participants. If awarded, the number of parents will increase by 10 in the first year, for a total of 20 served by September 2019. The program proposes to maintain a minimum of 20 parents each year thereafter, with a target of five new parents each year, for an unduplicated total of 40 parents served throughout the five-year project period.
