Summary. The North Jersey Community Research Initiative (NJCRI) is proposing a program to provide a range of navigation, HIV support, and transition services to those at highest risk for HIV and substance use disorders, especially racial/ethnic males, ages 13-24, including MSM; NJCRI will focus on serving individuals who are not in stable housing in communities with high incidence and prevalence rates of substance misuse and HIV infection. Project name. The PRIDE Project: Taking PRIDE in One-Self Through Healthy Living Populations to be served. NJCRI’s populations of focus will include African-American and Latino YMSM (ages 18-29), MSM (age 30 and over), gay, bisexual, transgender individuals and adult heterosexual injection drug users (IDU). The catchment area will be the northern New Jersey areas of Essex, Union, Bergen, and Hudson counties, with a focus on the greater Newark area (including the high-need cities of Newark, Elizabeth, Irvington, East Orange); the service area population is mostly Black/African-American and Hispanic/Latino, and suffers from extremely high rates of substance use disorders, mental illness, and chronic diseases such as HIV and hepatitis C.Strategies/interventions. NJCRI’s program activities will include: 1) SUD/co-occurring disorders treatment services; 2) HIV testing and case management services; 3) viral hepatitis testing and referral; 4) screening for CODs; and 5) implementing four EBPs, including Motivational Interviewing, the NIDA Outreach Model, CLEAR, and Mpowerment. The program’s goals are 1) Reduce the impact of behavioral health problems, 2) Reduce HIV risk and incidence, and 3) Increase access to treatment for individuals with co-existing behavioral health, HIV, and Hepatitis conditions. The program’s objectives are to reach at least 1,500 persons from the populations of focus per year; identify and enroll at least 200 at risk persons per year; provide HIV testing to 200 persons from the populations of focus per year; provide hepatitis screening to 200 persons per year; connect 90% of those testing positive to care within 30 days; provide treatment adherence, support, and pre/post engagement activities to at least 90% of HIV positive enrolled participants; increase the number of people positive for viral hepatitis (B and C) who are referred to primary care by connecting 90% of those testing positive to care within 30 days; provide ongoing case management services for 75 persons per year with COD who are at high risk for or are HIV-positive persons; enroll 75 YMSM/MSM annually into Mpowerment; Decrease high-risk behaviors among 80% of Mpowerment participants; increase the number of people who, post-treatment, receive recovery support services by providing recovery support services to 100 persons per year; improve mental health by providing post-treatment services, including support groups and counseling, to at least 100 enrolled participants per year; provide CLEAR to 25 participants (10 HIV-positive and 15 high-risk HIV-negative persons per year).
