Latino Community Services, Inc. (LCS) proposes to implement Project KIKI, (Keeping Involvement through Knowledge and Insight), targeting young men who have sex with men (YMSM) of color ages18-29 and MSM of color, 30 years and older who have received a primary diagnosis of substance use disorder (SUD) and/or co-occurring substance use and mental disorder (COD). The proposed program will be located at LCS’ satellite office in the north end of Hartford, CT. LCS is an approved provider for the North Hartford Promise Zone. North Hartford is one of only 22 high poverty communities in the U.S. According to Connecticut’s Integrated HIV Prevention and Care Plan 2017-2021, during the period 2010-2014, 1,658 new HIV cases were diagnosed. Hartford, with 245 cases, had the largest number of new diagnoses in the state. 69.8% were male, 44.1% were African American, 42.4% were Hispanic and 42.9% were MSM. Data on people living with HIV (PLWH) under 30 is only available on a statewide basis, and the largest %age is MSM (33%). The goals of the project are to 1) provide evidence-based practices to the target population; 2) expand the system of culturally competent care; 3) reduce HIV risk and incidence; 4) reduce the impact of behavioral health problems; and 5) increase access to treatment to individuals with co-existing behavioral health issues, HIV and Hepatitis. The project will engage 210 individuals over the course of the grant period, providing: 1) screening for substance use and co-occurring disorders; 2) HIV and Viral Hepatitis testing + Personalized Cognitive Counseling; 3) Substance Abuse Case Management; 4) Substance Abuse & Mental Health Treatment; 5) Community building circles and 6) Wrap-Around Support Services, including recovery support groups, housing support, job training and placement assistance, and computer training. Hartford Behavioral Health, a licensed treatment provider organization, will provide treatment services. Other partners include VCare Family Practice, True Colors, CT Works, Hands On Hartford (housing) the Foundation for Community Encouragement. LCS will contract with Cross Sector Consulting to conduct an external program evaluation, which will include process and outcome evaluation. Utilizing a participatory research approach, Cross Sector will also facilitate the quality improvement process.
