Healthy Living -residential treatment for African-American men with a substance use disorder who have sex with men, who are living with HIV or at high risk for HIV in central Alabama. - The Healthy Living Enhancement Project will increase access to residential treatment, medication assisted treatment, HIV services and case management services for African-American Men Who Have Sex With Men living in central Alabama with substance use disorders or co-occurring substance use and mental disorders. It will support the opening of Alabama’s only residential substance use disorder treatment program for gay, bi-sexual and transgender men. The population of focus for the Healthy Living Enhancement Project is African-American men living in central Alabama with substance use disorders or co-occurring substance use and mental disorders who are living with HIV or who are at high risk for HIV infection. Subpopulations of focus include: 1) young African-American men (ages 18-29) who have sex with men, 2) African-American men ages 30 or over who have sex with men, and 3) African-American men who are gay, bi-sexual or transgender. The purpose of the project, which will serve 46 individuals annually and 228 individuals during the five year grant period, is to improve treatment outcomes among individuals in the population of focus by enhancing the current Healthy Living treatment services. The goals of the project include: 1) increasing access to residential treatment services, 2) increasing access to medication assisted treatment, 3) increasing access to HIV testing, prevention and treatment, and 4) increasing access to case management services. The program will begin providing services within four months. Residential services will be provided in Birmingham-based facility that was previously used to provide transitional housing to homeless veterans. Medication assisted treatment will be provided at the organization’s health center. The project will transport clients from their homes in central Alabama to the treatment services in Birmingham. The demographics of the population of focus include: 80% will be African-American. 100% will identify as male, including 5% who will identify as transgender men. 65% will identify as gay men and 35% will identify as bi-sexual men. 95% will have household incomes less than the area median income, 60% will have incomes less than the federal poverty level, and 85% will be uninsured. Less than 1% will be Latino. 100% will speak English as their primary language. The project is being proposed by Aletheia House, a grassroots/community-based organization with a long history of service to Alabama’s African-American communities. The agency, which has been providing substance use disorders treatment services since 1972, is one of the state’s largest providers of substance use disorder treatment services and HIV services to African-Americans who are uninsured and lack the ability to pay for private care.
