Recovery through Outreach Support and Employment (ROSE) Project - La Frontera Center (LFC) proposes the Recovery through Outreach Support and Employment (ROSE) project to address the very significant homelessness problem in Pima County. ROSE staff will provide intensive outreach and engagement service to increase access to public benefits, provide needed supports and treatment services, and help secure permanent housing for homeless individuals particularly those struggling with substance use and/or co-occurring disorders. These efforts will be directed at assisting participants to achieve competitive employment within their community, which will lead to increased independence and self-sufficiency for participants thus reducing the chronic homelessness of individuals within Pima County. The ROSE project will focus on the 5,400 homeless individuals currently residing in Pima County. The majority are males (78%) ranging in age from 18 to over 60 and nearly 76% are Caucasian with English being the primary language. Clinical characteristics for this population include 40% are diagnosed with chronic substance abuse and 29% with a co-occurring mental illness along with their substance abuse. Demographics include: 58% White, 31% Hispanic, 6% African American, 3% Native American, and 2% Asian and Native Hawaiian. While most of the homeless in Pima County are male, there is a sizable number of female clients with a similar age range and clinical profiles as the male population. Staff will prioritize veterans and existing LFC behavioral health clients that are homeless. The ROSE project anticipates serving 100 unduplicated clients in year one and a minimum of 350 unduplicated clients in the subsequent years. The ROSE project will enhance and expand services by collaborating with LFC’s Readily Accessible People Program (RAPP) Street Outreach Team and Sonora House Safe Haven (15 bed homeless shelter) to identify and retain participants. ROSE will also collaborate with the LFC Housing Department that consists of 13 affordable housing and apartment complexes. The ROSE project will provide participants with: (1) accessible and easy screening tools; (2) connecting primary care providers with participants for health services; and (3) direct access to behavioral health, employment, supportive services and housing. The anticipated outcomes of the proposed program are to increase access to financial supports and behavioral health services, help obtain stable housing, reduce substance use, increase employment, reduce behavioral health symptoms, reduce involvement with the criminal justice system and increase social supports. Staff will seek to ensure that these efforts have a direct and lasting impact in reducing the overall homeless population in Pima County.
