Somerset Hills Partnerships for Success - ABSTRACT Community in Crisis SPF-PFS The Community in Crisis (CiC) Somerset Hills Partnerships for Success project serves five towns in northern Somerset County with a combined population of 46,000, one-third of whom are under age 30. CiC will enhance the community’s capacity and infrastructure in order to target this population with comprehensive strategies to prevent early initiation of substance use (nicotine and marijuana in particular), promote non-use, and encourage early intervention. The diversity of the Somerset Hills towns provides an opportunity to reach important demographic subgroups with effective substance abuse prevention strategies. The Latinx population makes up 16% of the Bernardsville student population, and students of Asian ethnicity represent 25% of the Bernards Township school population. While one-third of households in three of the towns earn less than necessary to meet the basic cost of living, there is also an affluent population that has a major influence on school and community culture. To enhance and expand the community infrastructure to prevent the onset and reduce the progression of substance misuse, there are 4 project goals: (1) improve Assessment capabilities by collecting and reporting community level substance use data in order to monitor and evaluate the effectiveness of programs and policies; (2) improve coalition Capacity and program Planning by expanding and improving youth engagement to develop data-based prevention messaging and other prevention strategies and to ensure dissemination of these messages to change the culture of substance use; (3) improve coalition Capacity and program Planning by expanding parent and community engagement to implement comprehensive, responsive data-based prevention strategies using evidence-based or evidence-informed programs and practices to change the culture of substance use; (4) strengthen the prevention capacity and infrastructure at the community level (healthcare providers, schools and the community members) to prevent the onset and reduce the progression of substance misuse through screening to identify youth and young adults misusing substances or at risk of substance misuse in order to provide appropriate interventions. These goals will be achieved by leveraging other funding steams and resources through collaboration with county-level partners. The mission of CiC is to lead and unite the Somerset Hills community to combat the opioid and heroin crisis by reducing the incidence, consequences and stigma of addiction through education, prevention and support. CiC seeks to create a model community for substance abuse prevention and education by changing lives and enabling futures. Our work is categorized into three pillars: prevention through education and limiting access; prevention through promotion of healthy lifestyles and community support for individuals in recovery; and creation and exportation of a prevention model and toolkit that can be implemented in other communities.
