Project Name: Health Opportunity Prevention and Empowerment (HOPE1) NORA is a community-based substance abuse prevention and peer recovery support organization that seeks to reduce the progression and onset of substance misuse and its related problems. Using the Strategic Prevention Framework, NORA will partner with numerous community sectors to expand and enhance prevention and treatment programming that targets specific substances and associated problematic behaviors to improve overall health outcomes. Populations to be served: HOPE1 will target youth, age 11 to 17, and adults, age 18 and over, in Cuyahoga County who primarily reside in Cleveland East. Participants will be majority black/African American and white/Caucasian. Up to 70% will report current unemployment. Half will not have completed high school and the majority will be poly-substance users. In 2017, Ohio had the 2nd highest opioid death rate in America. In 2018, cocaine emerged as a major contributor to overdose deaths. For youth, the major substances used are alcohol, marijuana, and tobacco due to their widespread availability. Research shows that poverty is most often responsible for poor health outcomes, including substance misuse. Strategies and Interventions: HOPE1 will target at -risk individuals and those with addictions living in poverty and enroll them in a comprehensive system of care that integrates wraparound and clinical services. This project will build on current infrastructure by 1) expanding peer recovery support services, 2) adding additional full-service programs for youth and adults, 3) Partnering with outside organizations to provide wraparound services, 4) Disseminating prevention messaging, 5) Sharing resources with Prevention Technology Transfer Centers and the State of Ohio, 6) Monitoring HOPE1 by collecting and analyzing community data. Project goals and measurable objectives: Over the project’s lifetime, NORA will reach 375 adult men and women (75/year in years 1 – 5) and 500 youth (100/year in years 1 – 5). Goal 1: Reduce substance use by researching prevention needs throughout Cleveland East; Goal 2: Decrease youth substance use by implementing evidence-based programming within school districts; Goal 3: Reduce substance misuse among adults by implementing treatment programs that include wraparound services; Goal 4: Prevent substance use, reduce substance misuse among youth and adults by organizing a Prevention Team; Goal 5: Improve prevention and intervention strategies by collecting and reporting community-level data with community stakeholders; Goal 6: Increase the awareness of HOPE 1 and Prevention Messaging by disseminating print and digital messages; Goal 7: Use and share resources with PTTCs and the State of Ohio. By August 2024, 70% of youth participants in prevention programming will report abstaining from alcohol, marijuana and tobacco at six-months post intake and 70% of early-recovery adult participants will have reported reduced use of or abstinence from substance use at six months post-intake.
