Abstract The purpose of the Eastern Shoshone Recovery Partnership for Success (ESR PFS) project is to expand current substance abuse prevention efforts and build local substance abuse prevention capacity at the community level for Eastern Shoshone members living on the Wind River Reservation. This purpose will be fulfilled by 1) Increasing prevention capacity and community infrastructure to reduce substance use through culturally-specific community outreach and messaging, community events, posters, flyers, and billboards; 2) Reducing substance use in the community by implementing tribal best practice programs with youth/adult-serving organizations that address risk factors that may lead to the initiation of use. Over the last ten years, the Eastern Shoshone tribe has actively built prevention infrastructure to address the issue of underage drinking through participation in the Strategic Prevention Framework (SPF) and Partnership for Success (PFS) grant projects in partnership with the Rocky Mountain Tribal Leaders Council (RMTLC). The ESR PFS will expand upon these efforts by strengthening the tradition of wellness through community-driven, culturally-specific tribal best practice (TBP) activities for reservation youth and their families. ESR PFS will broaden community partnerships through the formation of a community coalition comprised of key tribal health partners that will work to identify the TBPs to be implemented. TBPs will consist of community-wide recreational activities will be administered to engage youth in activities that promote skill-building, healthy decision making, and connect youth with their natural environment and tribal traditions. The ESR PFS will work to promote collaboration among tribal entities, both health and non-health related. Partnerships including Fort Washakie School, Wyoming Fish and Game Department, and the Boys and Girls Club are essential to the successful implementation of prevention activities. Throughout the lifetime of the project, ESR PFS aims to engage at least 250 tribal members in TBP prevention activities, and at least 2,000 community members through various means of prevention messaging and educational outreach strategies. Through the implementation of community-identified TBPs, ESR PFS aims to increase youth cultural connectedness by one overall point as measured by the Cultural Connectedness Short Scale (CCSS), and increase community readiness to support prevention of underage drinking and marijuana use as measured by the Community Readiness Assessment (CRA).
