The Fulton County Board of Health proposes to implement the Fulton Youth Risk Reduction Engagement (FYRRE) project in Fulton County, GA which is one of the localities hardest hit by the HIV epidemic. The population of focus will be young men who have sex with men (YMSM) ages 16 – 25 at high risk for HIV transmission. 91% of persons between 16 – 25 who are newly diagnosed in Fulton County are MSM. 56% of YMSM reported using non-injection drugs in the last 12 months (marijuana being the most common drug used [91%]). If funded, we will work with collaborating agencies to identify appropriate participants for the FYRRE intervention. Each collaborating agency will be responsible for recruiting a cohort consisting of a minimum of 10-15 participants (YMSM). 500 YMSM by month 60. Participants will each receive a stipend to attend training. The training will be a half day, 5 hour training held on site at the collaborating agency and will be focused on HIV and substance abuse prevention. Snacks will be provided as well as lunch. The half day training will be built upon the diffusion of innovation theory which posits behavior trends typically and predictably follow adoption by opinion leaders. A thought is communicated through the right channel and consequently that thought becomes “viral” among those who are adherents to or influenced (directly or indirectly) that channel. The project will also screen all participants for substance misuse and make referrals into treatment for those screened at moderate or severe risk of substance misuse. The project will also provide access to HIV and viral hepatitis screening with referrals and linkages into treatment for those diagnosed. Further, the project will provide access to training for substance abuse and recovery center facilities around HIV. 1200 persons trained by month 60. Finally, the program will engage in peer based models of social media outreach related to health messaging around HIV and substance abuse.
