The Institute on Research, Education and Services in Addiction (IRESA) at the Universidad Central del Caribe in Bayamon, Puerto Rico proposes to implement a Substance Abuse and HIV Prevention Navigator Program for Hispanic and Latinos 13-24 years (hereinafter "population on focus") living in the San Juan area of Puerto Rico one of the most affected area of HIV according to the Department of Health and Human Services. The project entitled Depends on Me (DoM) will provide prevention services to those at risk to developing a substance use disorder or HIV infection within low income or marginalized communities in the area of San Juan. With the vision of eradicating HIV infection and reducing substance use disorders, the Project aims to increase the provision of HIV and substance use prevention services; increase the capacity of the workforce to identify and treat effectively Hispanic and Latinos 13-24 years at risk of HIV and substance use disorders; and establish linkages in the provision of preventions services focused on education around the risks of substance misuse and HIV/AIDS, as well, as service provision for individuals with HIV. A navigation approach within communities is expected to facilitate at risk populations to services needed especially HIV screening services, assessment, education and treatment. Since our institution is an exemplary training site, staff will partner with existing resources to leverage the effort of workforce capacity building in the area of screening, referrals and services. At the same time, partner with providers to strengthen and develop an effective network of support for those at risk for HIV and substance use disorders.
