The Youth - Positively Empowered Program (Y-PEP) will serve racial and ethnic minority youth, between the ages of 13 - 14, at highest risk for HIV and substance use disorders. The project will target Orange County, FL. Y-PEP will provide outreach, navigation and peer support services to a minimum of 60 individuals per year for an estimated 300 individuals over the 5-year life of the grant. The project anticipates serving individuals who mirror those currently living with HIV in Orange County. Of those: 74.5% are male and 25.5% are female; 42.7% are Black, 24.8% are Hispanic/Latinx, 29.1% are White. Additionally, a significant percentage of the Black population identify as West Indian / Afro-Caribbean American. Y-PEP's Project Goals include: 1) Expand the community's capacity to provide a comprehensive and integrated array of culturally appropriate substance use and HIV prevention services; 2) Increase access to screening and testing for HIV and viral Hepatitis; 3) Increase access to screening and assessment of SUD, and engagement and retention in treatment and other supportive services; and 4) Reduce the rate of transmittal of infectious disease (i.e. HIV/AIDS, Sexually Transmitted Infections, and Hepatitis). Y-PEP Project Objectives include: 1) 100% of individuals identified through outreach and public awareness activities will be offered confidential HIV and Hepatitis testing (with confirmatory test) within 10 days of admission to the program; 2) 100% of individuals identified through outreach and public awareness activities will be offered screening and assessment for SUD; 3) 100% of individual assess with a SUD will be referred and linked to treatment services; 4) 100% of individuals testing positive for HIV will be referred and linked to supportive services including housing assistance and eligible entitlements: SSI, Medicaid, Food Stamps, Ryan White, HOPWA; and 5) 90% of SUD treatment and other healthcare providers receiving education and training on the importance of screening for HIV and meeting clinical care needs of individuals infected with HIV, will show increased awareness and knowledge pre- and post-test surveys.
