Led by Asian Media Access, coordinated with Multi Cultural Community Alliance (MCCA), Youth In Charge (YIC) Initiative will utilize “Bicultural Healthy Living” strategies, to empower low-income and at risk youth of color age between 13 - 18 years, to be proud of their heritage cultures, and build resilience to overcome the influence of substance usage, in order to create much needed policy, system and environment changes at the City of St. Paul (zip codes: 55117, 55101, 55103, 55104), MN.
A. DFC Goal One: Increase Community Collaboration:
1) Objective 1.1: By Oct. 30th, 2021 increase by 500 the number of St. Paul parents, middle and high school aged youth, and community residents who participate in community assessments as measured by counts of participants in surveys, interviews and listening sessions conducted; and
2) Objective 1.2: By Oct. 30th, 2021, increase to 10 the number of St. Paul non-profit, schools, business, health care, government, and youth serving agencies with signed collaborative agreements stating specific action steps each will accomplish, promote or agree to in working together to address change of common perception from substance use as cultural norms to one that sees substance use as health risks, and substance free living as socially desirable.
B. DFC Goal Two: Reduce youth substance abuse
1) Objective 2.1: By Oct. 30th, 2021, decrease by 2% of past 30-day tobacco use among St. Paul 8th, 9th, and 11th grade students as determined by pre/post DFC approved Survey result;
2) Objective 2.2: By Oct. 30th, 2021 increase by 2% of perception of peer disapproval of marijuana usage among St. Paul 8th, 9th, 11th grade students as determined by pre/post DFC approved Survey result; and
3) Objective 2.3: By Oct. 30th, 2021, increase by 2% of perception of parents’ disapproval of marijuana use among St. Paul 8th/9th/11th grade students as determined by pre/post DFC approved Survey.
