The project name is Graymoor-Devondale Healthy Community coalition and will be implemented in a portion of the 40222 zip code in schools located in the Graymoor-Devondale area of Louisville, Kentucky. The coalition will work with key community stakeholders to strengthen prevention infrastructure to address the needs of youth and families to prevent and reduce youth use of alcohol and marijuana. The populations to be served and demographics are listed for zip code of 40222 was estimated to be 31,598. This project will serve an at-risk population of focus including school-aged children and youth living in or attending schools in the community, a population estimated at 6,307 children and youth ages 5 through 19 from the area schools. Strategies and interventions to be supported by this grant will include environmental prevention strategies, such as the strengthening of a community coalition and youth prevention groups in the catchment area. The grant will also provide alcohol compliance checks, social norms campaigns, town hall meetings, as well as evidence based school prevention curriculums. Performance measures will be collected and reviewed in order to evaluate activities and processes. The project goals and measurable objectives are as follows. There are two goals. Goal One: Establish and strengthen collaboration among communities, public and private non-profit agencies, as well as federal, state, local, and tribal governments to support the efforts of community coalitions working to prevent and reduce substance abuse among youth. Objective 1: By 10/29/2021, expand and improve the organizational capacity of the coalition by increasing membership by 10% as measured on sign-in sheets and the number of signed Coalition Involvement Agreement Forms. Objective 2: By 10/29/2021, enhance by 5% the coalition members’ understanding of prevention strategies (Strategic Prevention Framework & Effective Community Change Strategies) as measured by post-
assessments. Objective 3: By 10/29/2021, increase by 10% parent/caregiver knowledge of youth (grades 6-12) alcohol use as measured by the Parent Power Survey. Objective 4: By 10/29/2021, increase by 10% parent/caregiver knowledge of youth (grades 6-12) marijuana use as measured by the Parent Power Survey. Goal Two: Reduce substance abuse among youth and, over time, reduce substance abuse among adults by addressing the factors in a community that increase the risk of substance abuse and promoting the factors that minimize the risk of substance abuse. Objective 1: By 10/29/2021, decrease by 5% the 30-day use of alcohol by youth (grades 6-12) as measured by the Kentucky Incentives for Prevention survey. Objective 2: By 10/29/2021, reduce citation rate for compliance checks of licensed alcohol establishments selling alcohol to minors (under age 21) by 50%, as measured by annual alcohol sales compliance check results. Objective 3: By 10/29/2021, increase by 5% the community awareness of the Social Host Ordinance to prevent underage (under age 21) alcohol consumption, as measured by the Community Survey. Objective 4: By 10/29/2021, decrease by 5% the misperceptions by parents of youth (grades 6-12) alcohol use, as measured by the Parent Power survey. Objective 5: By 10/29/2021, decrease by 5% in 30-day use of marijuana by youth (grades 6-12) by as measured by the Kentucky Incentives for Prevention survey. Objective 6: By 10/29/2021, decrease by 5% the misperceptions by parents of youth (grades 6-12) marijuana use, as measured by the Parent Power survey.
