Strategic Prevention Framework - Project Name: Confederated Tribes of Warm Springs (CTWS) - Strategic Prevention Framework The CTWS currently receives SPF dollars for underage drinking that ends in June, 2019. The new funding aims to sustain our current infrastructure efforts in a strategic and effective way.
Population to be served: Our reservation spans 645,760 acres of remote high deserts and forests in Central Oregon. It covers five counties but the majority of the population is in two counties, Jefferson and Wasco. The reservation is home to over 5,000 Tribal members, their families, other Native Americans and employees. A majority of our people live in a state of deep, multi-generational poverty, and our remote location creates additional economic hardship where needed resources are not available. The data indicates Native American youth experiment with drinking more than non-Native American youth. In 2018, underage drinking among 11th grade students increased to a reported 63.6%, compared to the State of Oregon’s 29.0% in that same grade. In response, our focus will be on young people, particularly 6th, 8th and 11th graders, and two other drug prevention areas: reducing past 30-day marijuana use among 6th, 8th and 11th graders, and reducing meth related juvenile crime. Projects goals and Measurable Objectives, Strategies/Interventions: Goal 1: Decrease retail and social availability of alcohol through information dissemination and social marketing. Objective 1: The grant will focus on the Underage Drinking Sticker Shock campaign with the intent of reaching 50% of the 28 alcohol retailers impacting our reservation. Objective 2: For each year of the five-year grant cycle, we will reach 3,000 people annually regarding Underage Drinking Laws that apply both on and off of the reservation. Objective 3: Strategically place permanent and temporary signage, related to underage drinking in the community, 10 signs per year. Goal 2: Decrease substance use/misuse/abuse in the community by implementing healthy, Alternative Activities, Peer-To-Peer Support Groups and Tribal Based Practices/Evidence Based Practices. Objective 1: Provide a place and time for healthy, family and/or community Alternative Activities. Objective 2: We will host a Peer-To-Peer Support Group for those who do not do drugs. Objective 3: To encourage the community to remain ATOD free, we will arrange for any number of the Tribal Based Practices in Oregon to take place. Goal 3: Increase the capacity of the community to reduce meth misuse, abuse and juvenile crime, by hiring a meth prevention coordinator. Objective 1: We will hire a meth prevention coordinator and get them trained in the science substance abuse prevention. Objective 2: The meth prevention coordinator will work with the Meth & Opiate Work Group (MOWG). Objective 3: We will hire a minimum of 10 youth, each year, with the summer work program, to increase our capacity of addressing meth prevention designed to target youth.
