Underage drinking is arguably one of the most pressing concerns of our time. The Strategic Prevention Framework-Partnerships for Success Project at the University of Oklahoma Southwest Prevention Center will aim to prevent the onset and reduce the progression of substance abuse and its related problems while strengthening prevention capacity and infrastructure at the community level in Cleveland County. The project will address underage drinking among persons aged 9-20 by focusing on community-driven efforts to advance substance abuse prevention. Data from the Region 8 Oklahoma Prevention Needs Assessment 2018 indicates that youth in all grade levels report drinking alcohol much more frequently than their peers across the state. (Lifetime use of alcohol percentages: Region: 45.1% vs. State:40.2%. Past 30-day use: Region:23.5% vs. State:19.4%.) Other factors of concern include: Obtained alcohol at home with parent permission (Region:30.4% vs. State:27.4%), drank alcohol at home (Region:66.9% vs. State:64%), at a bar or restaurant (Region:13.6% vs. State:12.7%), at a friend's house (Region:62.5% vs. State:60.6%), and at a school dance, game or event (Region:14.4% vs. State:13%). To gain greater insight into underage drinking in Cleveland County, this project will target youth in middle school, high school and college by identifying the risk and protective factors that create the local conditions for underage drinking. Goal 1: Increase community collaboration. Objective 1A: By 9/29/2024 increase Cleveland County Health Improvement Plan-Substance Abuse Work Group active membership by 25% from 15 community members to 19. Goal 2: Reduce underage alcohol use. Objective 1A: By 9/29/2024 decrease the past 30-day use of alcohol by Cleveland County youth grades 6-12 by 5% as measured by the Oklahoma Prevention Needs Assessment. Objective 2A: By 9/29/2024 decrease the lifetime use of alcohol by Cleveland County youth grades 6-12 by 5% as measured by the Oklahoma Prevention Needs Assessment. Objective 3A: By 9/29/2024 decrease the number of alcohol violation referrals to Student Conduct for students under 21 at the University of Oklahoma by 5% measured by the Sooner Safety Report. Goal 3: Increase the capacity of credentialed/trained prevention professionals and community stakeholders. Objective 1A: By 9/29/2020 increase the number of students participating in the School of Social Work undergraduate degree programs within the region from 0 to 5 as measured by University enrollment records. Objective 2A: By 9/29/2024 increase the number of prevention professionals completing requirements and seeking certification as measured by the Oklahoma Drug and Alcohol Professional Counselors Association records. Objective 3A: By 9/29/2021 increase the number of youth and young adults in middle, high school and early college attending CADCA National Youth Leadership Essentials and Advance Courses from 5 students to 40 students as measured by registration records.
