Summary: Community Healthcore and providers from nine rural counties in Northeast Texas seek to address a significant regional problem: under-age drinking and drug use. This community-driven effort, known as PREV-NET will mitigate capacity challenges that limit the proliferation of and fidelity to evidence-based prevention programs and will eliminate access disparities experienced by African American teens and young adults (15 to 20 years old). Project Name: PREV-NET, Strategic Prevention Network for North East Texas. Population to Be Served: Young adults, ages 15 to 20, living in Bowie, Cass, Gregg, Harrison, Marion, Panola, Red River, Rusk, or Upshur counties. All will live in a rural area or a small town, and 19.5% will be African American, 11.9% will be Hispanic and 65.9% will be White. In deference to elevated risk factors and service disparities in the region, participation priority will be given to African American youth and youth with an incarcerated or substance abusing parent. Strategies/Interventions: PREV-NET will build the capacity of regional providers to diminish risks and develop protective factors sufficient to promote resiliency in high need youth. The initiative has significant, pre-existing assets, including a network of collaborators with access to and credibility with the target population. However, as committed as these partners are, non consistently uses evidence-based practices. PREV-NET will address this deficit and create the coordinated continuum of high-quality care required to prevent the onset and reduce progression of alcohol, marijuana and methamphetamine use amount 15 to 20-year olds. Project Goals and Measurable Objectives: PREV-NET's goal is to prevent the onset and reduce progression of underage drinking and drug use by 15 to 20 year olds by strengthening collaborators' capacity to address regional prevention challenges, building the infrastructure and provider capacity needed to deliver evidence-based practices (EBPs), and addressing access and service barriers preventing highest risk youth from obtaining assistance. Enabling objectives will include: 1)launch a regional underage drinking an drug use prevention initiative; 2) train 6 to 10 youth service providers in one or more EBPs to be delivered in 12 easily accessed locations; 3) build the capacity of the community to identify and refer 500 eligible youth to prevention services;4) implement new EBPs proven to prevent the onset and reduce the progression of substance use among 500 15 to 20 year olds; 5) collect data on participation and impact as well as capacity enhancements' and 6) continuously report data to PREV-NET stakeholders to identify and expand what is working and troubleshoot issues requiring remediation. Annual and Five Year Numbers to be Served: 125 youth in Years 2, 3, 4 and 5; 500 across the project period.
