Strategic Prevention Framework - Partnerships for Success (SPF-PFS) - The Prevention Council of Roanoke County (the Council) proposes to enhance community infrastructure to support substance abuse prevention education and services to youth ages 9 to 20 living in Roanoke County, Virginia through the “Strategic Prevention Framework – Partnerships for Success” (SPF-PFS) program. The Council will specifically target youth alcohol, marijuana, and methamphetamine use. Strategies will include the establishment and support of Community Action Teams (CATs); SPF training and prevention education for Roanoke County Public School (RCPS) staff; prevention education for elementary-age youth; parent education workshops and parenting classes; targeted prevention messaging; and ongoing data collection and analysis. RCPS staff training will include the SPF process, Teenage Marijuana Education Course (TMEC), and a TBD meth curriculum that can then be sustainability implemented in RCPS moving forward. The curriculum for elementary-age youth will be the JOI Neuron substance abuse prevention program, an innovative, developmentally-appropriate model for teaching youth ages 9 to 11 about substance abuse and prevention strategies. Parent workshops will focus on youth substance abuse and high-risk behaviors, and parenting classes will utilize the evidence-based Guiding Good Choices curriculum. Community Conversations engage the community in understanding and discussing current issues and prevention strategies. Data collection is accomplished through the biennial Youth Risk Behavior Survey (YRBS), JOI Neuron assessment, and community focus groups. Goals and objectives relate to: 1) Decreasing youth substance abuse and increasing youth understanding of the consequences of use, as demonstrated by decreased levels of lifetime and 30-day use and increased perceptions of harm, peer disapproval, and parental disapproval; 2) Enhancing capacity to serve all RCPS students, including elementary-age students, as demonstrated by elementary-age youth expressing increased understanding of the risks of substance abuse and less reported desire to abuse substances; and 3) increasing community infrastructure to support parent and community understanding of the risks of youth substance abuse, as demonstrated by outreach and education events and increased parental disapproval of use. We anticipate impacting at least 11,500 youth and their families over this five-year project (approximately 2,300 youth and families per year).
