In effort to bring the Partnerships for Success to more communities in Arizona, the Governor’s Office of Youth, Faith and Family (GOYFF) has partnered with the Hopi Tribe, the Salt River Pima-Maricopa Indian Community (SRPMIC), University of Arizona (U A), Arizona Criminal Justice Commission (AZCJC), and Yavapai College (YC) to collectively develop this grant application. These partners will implement trauma informed, culturally competent substance use prevention programs that address behavioral health disparities. The Arizona Partnership for Success (AZPFS) will also increase access to services, increase the use of available prevention and substance abuse services, and improve community member outcomes. Demographics: There are 7.6 million people in Arizona with the ethnic demographic composition of the state being 83.1% White (with Hispanic’s accounting for 31.4% of this category), 5% Black, 5.3% American Indian-Alaskan Native, and 3.5% Asian. Of the 5.3% American Indian-Alaskan Natives, 23.3% are under the age of 18. Clinical Characteristics: More American Indian adolescents report alcohol and marijuana use when compared to the national average. Arizona currently leads the nation in the number of children who have experienced two or more adverse childhood experiences (ACEs), which correlates with increased risk for substance use. Prescott, Arizona (AZ) is called the “Recovery Capitol” of the West due to the large number of addiction and recovery facilities located in the area. Common Goals and Objectives Goal 1: Decrease marijuana use and underage drinking among youth ages 9-20 by implementing evidence-based prevention programs that address underage drinking and marijuana use, and focus on the reasons youth use substances. Objective 1a: By 11/30/2018, AZPFS partners will have completed a needs assessment that includes a root cause analysis of the reason(s) why youth in their communities use substances. Objective 1b: By 1/1/2019, AZPFS partners will begin implementing their programs. Objective 1c: By 9/29/2019, AZPFS will have exposed 1,240 youth to substance use prevention programming. Objective 1d: By 9/29/2023, AZPFS will have exposed 6,242 youth to substance use prevention programming. Objective 1e: By 9/29/2023, marijuana use and underage drinking among youth ages 9–20 will each be reduced by a minimum of 5% from pre-grant baseline data. Goal 2: Increase capacity of educated/certified substance abuse prevention workers (including peer specialists) in the partners’ communities by providing prevention education and certification opportunities. Objective 2a: By 9/29/2019, increase the number of community prevention workers/peer specialists in the implementing program/community by 5%. Objective 2b: By 9/29/2023 the number of prevention workers/peer specialists in the partners’ implementing program/community will increase by 20%.
