Abstract: The Southwest Prevention Center (SWPC), under University Outreach, College of Continuing Education at the University of Oklahoma, proposes to implement and evaluate the Region 6 Prevention and Technology Transfer Center (PTTC) project for Health and Human Service Region 6 (Arkansas, Louisiana, Oklahoma, New Mexico, and Texas), by providing high-impact training and technical assistance (T/TA) services to build the professional and community capacities required to deliver effective and evidence-based prevention programs, practices and strategies. This project will serve the prevention workforce, emerging prevention professionals/pre-professionals, organizations, and others in the prevention community who support the work of prevention. We propose to serve 650 individuals each year and 3,250 individuals over the grant life. The goals of this proposal are to: 1) increase the capacity of state and local epi workgroups to collect and prioritize data so substance misuse patterns are accurately identified and clearly communicated; 2) increase the use of interventions, which have a conceptual, practical and theoretical fit by improving the ability of state and local prevention systems to use SAMHSA’s Strategic Prevention Framework to (SPF) to identify, select, and implement evidence-based practices; 3) increase the availability of effective prevention strategies by building the capacity of prevention programs to adapt existing evidence-based interventions and rigorously evaluate promising practices; 4) institutionalize the availability of basic training by building the capacity of prevention systems and educational institutions to deliver IC & RC recognized training, needed by new prevention professionals for certification; 5) address the prevention needs of service recipients across the continuum of care by building workforce capacity in the areas of secondary (overdose prevention) and tertiary (recovery-oriented community) prevention practice; 6) build the capacity of prevention leaders to design or adapt prevention systems that can reduce the impact and intergenerational transmission of trauma; 7) prepare prevention practitioners to respond to acute community level trauma by building their capacity to adapt prevention strategies post-natural disaster or other traumatic events. The objectives that will be implemented to support these goals include: 1) developing and delivering in-person and virtual trainings, 2) creating toolkits and guidance documents, 3) facilitating networking and learning communities, 4) establishing regional advisory groups, and 5) providing intensive TA. Topic areas for these services include: implementation of evidence-based and promising prevention practices; use of the SPF; use of epidemiological data to inform planning; implementation of prevention science; engagement of the medical community; development of comprehensive community prevention activities; stigma reduction messages; message development on alcohol and drug misuse prevention including marijuana and tobacco; and the use of social marketing.
