The Garfield Prevention Coalition (GPC) serves Garfield, New Jersey, a community of 31,876. The goals of the GPC are to establish and strengthen community collaboration in support of local efforts to prevent youth substance use among those under age 18. In partnership with individuals representing multiple community sectors and the diversity of the community, the GPC will implement strategies/interventions to reduce underage drinking, marijuana use, and nicotine use.
The Garfield Prevention Coalition’s youth and adult members will direct their efforts with youth in grades 6 through 12. Garfield is a diverse, multi-ethnic community with nearly 12,000 residents being foreign born; many of the community’s youth are first generation Americans. In addition to English, languages spoken include Spanish, Polish, Macedonian, Albanian, Arabic and Urdu. Residents under the age of 18 make up 23% of the population. If funded, the GPC will serve a minimum of 3,500 youth during the first year with an additional 500 each year, total # being 5,500 who will be served by the end of the five-year funding term.
GPC Goals: (1) to increase community collaboration and, (2) to decrease substance use. Goal 1, objectives: By September 29, 2019, the GPC will: (a) create a sustainable organizational structure as measured by a 20% increase in adherence to best practices related to internal controls detailed in CADCA’s Capacity Primer; and (b) create a sustainable and institutionalized organizational structure, as measured by a 20% increase in adherence to best practices related to external connections such as membership, visibility and community involvement as detailed in CADCA’s Capacity Primer. Activities include: (i) adopting policies, practices and procedures; (ii) infusing the Strategic Prevention Framework throughout all functions of the GPC; (iii) increasing coalition membership in sectors, diversity and participation; and (iv) increasing community visibility of the GPC through community engagement in coalition activities and strong communication of activities and successes. Goal 2, objectives: By September 29, 2019: (a) change by 5% the alcohol related core measures including decrease in 30-day use, and increases in perception of risk, perception of parental disapproval and perception of peer disapproval as measured by the PRIDE student survey; (b) decrease by 5% the marijuana related core measures including past 30 day use, perception of risk, perception of parental disapproval and perception of peer disapproval as measured by the PRIDE student survey; and (c) decrease by 5% the tobacco/nicotine related core measures including past 30 day use, perception or risk, perception of parental disapproval and perception of peer disapproval as measured by the PRIDE student survey. Activities include: (i) changing the culture where youth live to one that does not promote underage alcohol use by reducing access to alcohol; (ii) increasing awareness of and strengthening policies that will change community design that promotes alcohol use; (iii) reducing access to tobacco/other nicotine products by addressing availability, promotion to youth, and policies; (iv) promoting tobacco/nicotine-free living celebrating awareness days.
