Positive Change for Adams County on Opioid Abuse: a focused approach by Collaborating For Youth a drug free community coalition to prevent and reduce youth use of opioids in Adams County Pennsylvania. - PROJECT ABSTRACT SUMMARY Title: Positive Change for Adams County on Opioid Abuse The Center for Youth and Community Development, DBA Collaborating for Youth (CFY), a formerly funded Drug Free Community Coalition operating in Adams County, PA proposes strategies to reduce the rate of prescription narcotic medication / opioid misuse among youth in our rural communities. The project focuses on the reduction of availability of prescription narcotic medication / opioid, changing of community norms which are favorable to substance abuse, and on raising the perception of the risks of prescription narcotic medication / opioid misuse. Strategies include awareness and education and education particularly underserved populations including a large Latino population, on the misuse and over prescription risks of opioid drugs. Strategies include increased efforts around prescription narcotics / opioids and safe medication practices, increased focus on community education and local medication take backs, and a specific focus on youth engagement. Youth engagement efforts incorporate youth leadership coalition efforts across our six local school districts with the intention of 35% rate of change reductions in lifetime and 30 day use statistics for prescription narcotic medication / opioid misuse among youth as indicated between 2015 and 2021 Pennsylvania Youth Survey reports (12th grade reported use rates). Strategies include delivery in both Spanish and English to meet the needs of our resident population. Our goals include the shift in actual use as well as an 18.5% rate of change decrease in the availability of narcotic medication / opioid drugs by youth between 2015 - 2021 (Pennsylvania Youth Survey Reports in all grades 6,8,10,12). A specific focus of the project aims to implement social norms campaigns through youth driven approaches and education that also change community norms and youth / parent attitudes that support medicine abuse, by changing the perception of risk. Although focused on a reduction of misuse by youth, the project will serve approximately 50,000 youth and adults in Adams County, PA annually. 33,000 homes will be reached through media campaigns and over 4,000 high school and middle school youth will engage in social norms campaigns. Project goals include a 35% rate of change for the reduction of youth misuse of opioids, a reduction in the availability of opioids at a rate of 18.5% and an increased perception of the risks of misuse by 8% for Adams County youth. This approach increases the Adams County community's and coalition's expertise and ability to fight a growing opioid epidemic in our region of Pennsylvania.
