The Shasta RX Abuse Partnership (S-RX-AP), a work group of the Shasta County Chemical People Coalition, is focused on addressing the epidemic and growing threat of prescription drug use and opioid abuse impacting the health and safety of our young people ages 12-18. S-RX-AP will build and strengthen the capacity of the coalition by working with youth, policy makers, and leaders to effect community level change. S-RX-AP will increase the public's information and knowledge base about prescription drug and opioid use and abuse and reduce the access to and availability of prescription drugs among youth. The target population is the more than 24,000 youth ages 12-18 in the county. The per capita income in Shasta County is $24,107. The poverty rate is 17.7 percent with an unemployment rate of 11.5 percent. According to the California Department of Finance, 13.5 percent of the county's children under the age of eighteen live at or below the poverty level. One in four Shasta County eleventh graders reported that they used prescription pain killers. Seventy-five percent of teens who used pain killers reported getting the medications at home or a home of a friend. According to Shasta County Alcohol and Drug Programs more than 72% of survey respondents were 15-17 years or younger when they first began using any substance. S-RX-AP goal one is to create community level change by increasing the capacity of the coalition to address the issue of use and abuse of prescription drugs and opioids among youth ages 12-18 -- By June 14, 2021 the public will increase by 15'% their information and knowledge about prescription drug and opioid use and abuse. S-RX-AP goal two is to reduce the access to and availability of prescription drugs and opioids among youth ages 12-18 -- by June 14, 2021 the reported access to prescription drugs by youth will be reduced by 15%. Comprehensive community wide strategies include: developing a countywide strategic plan; increasing the coalition's capacity to address the issue; developing and implementing a social media education, information, and resources and service campaign; safe drug disposal methods and ensuring drug drop off receptacles; promoting and supporting prescriber education and training in Prescription Drug Monitoring and use of naloxone/Narcan by first responders.
