The purpose of the Pontotoc County Drug Free Communities Grant Program is to increase collaborative efforts between the Pontotoc County Drug Free Coalition (PCDFC) and the community at large and reduce youth substance use through proactive evidence-based strategies. This program focuses primarily on reduction of alcohol use, marijuana use, and prescription drug misuse. PCDFC will also collaborative with existing tobacco prevention programs to address youth tobacco use. There are approximately 5,050 youth, ages 10-19, residing in Pontotoc County. The total population for the county is 38,194. Pontotoc County, The demographic breakout is 70.2% White, 18.6% Native American, 2.6% African American, 5.0% Hispanic, & 0.9% Asian. Approximately 51.1% of the population is female & 48.9% is male. From 2010-2014, the median household income in Pontotoc County was $42,566. About 17.3% of the population was below the poverty line (United States Census Bureau, 2015). Almost 59% of the county’s population is affiliated with a religious congregation, Evangelical Protestant being the largest at 43.2% (City-Data.com, 2013). Grant strategies, goals and objectives, are as follows. DFC Goal One: Increase community collaboration. Objective 1: Strengthen coalition capacity to address community issues by 5% via training provision by 9/29/2019, as measured by coalition surveys. Objective 2: Increase community participation & collaboration perceptions by 10% by 9/29/2019 as evidenced by coalition surveys & event documentation via prevention & recovery events and recruitment campaigns. Objective 3: Increase youth-led involvement in community prevention strategies by 5% by 9/29/2019 as evidenced by PCDFC monthly strategy tracking system via youth training and strategy facilitation. DFC Goal Two: Reduce youth substance use. Objective 1: Decrease last 30 day use of alcohol by Pontotoc County youth by 2% by 9/28/2019 as measured by Oklahoma Prevention Needs Assessment (OPNA) surveys via education, training, alcohol compliance checks, youth curriculum MOU’s with schools, and responsible beverage service trainings and MOU’s with establishments. Objective 2: Increase rates of youth in Pontotoc County (grades 6, 8, 10, 12) reporting perception of risks from using marijuana by 3% by 9/28/2019 as measured by OPNA surveys via education, training, parent modules, and youth curriculum MOU’s with schools. Objective 3: Decrease last 30 day prescription misuse by Pontotoc County youth by 3% by 9/28/2019 as measured by OPNA surveys via education, training, provision of lock boxes, promotion of drop boxes, and promotion and development of safe storage strategies. Objective 4: Decrease perception of prescription drug misuse as “helpful” by 5% by 9/28/2019 as measured by 2019 focus groups via education, training, parent modules, and youth curriculum MOU’s with schools. As a result of these environmental-based strategies, the PCDFC aims to serve the entire population of Pontotoc County.
