Kentucky Rapid Response and Stabilization Services-KRRSS - The Kentucky Rapid Response and Stabilization Services (KRRSS) Mobile Crisis Team Partnership Project will accelerate statewide implementation of Kentucky’s behavioral‑health‑led mobile crisis response model for children, youth, young adults, and families experiencing behavioral health or substance use crises. The project will strengthen crisis response across urban, suburban, rural, and Appalachian regions through a phased Early Adopter approach, enhancing community‑based alternatives to emergency departments, inpatient hospitalization, law enforcement involvement, and other restrictive interventions. DBHDID will partner with the Kentucky Department for Medicaid Services, the UConn Innovations Institute, and selected local implementation sites to establish or enhance mobile crisis teams; expand partnerships with 988, emergency responders, schools, child welfare, juvenile justice, CMHCs, and CCBHCs; and improve diversion pathways to community care. Strategies include implementation planning, workforce development, team enhancement, crisis system planning, implementation science coaching, continuous quality improvement, evaluation, and sustainability planning. Project goals are to accelerate KRRSS implementation; strengthen cross‑system partnerships; build workforce capacity and fidelity to the MRSS‑informed model; establish statewide data, CQI, and sustainability infrastructure; and ensure meaningful youth and family leadership. Measurable outcomes include improved access to timely crisis intervention, increased behavioral‑health‑led responses, strengthened coordination across the crisis continuum, reduced reliance on emergency departments and law enforcement, and a sustainable statewide framework for mobile crisis response across the lifespan.
