Development and Implementation of a sustainable care program designed as a net to catch people before they fall into a sea of despair. - The Knik Tribe will plan and design a family-driven, youth-guided, community-based system of care for American Indian and Alaska Native children, youth, and young adults from birth through age 25 and their families across Alaska’s 28,682-square-mile Matanuska-Susitna Borough. This 3-year planning and capacity-building project will create coordinated governance, screening and referral pathways, interagency agreements, youth and family leadership, and sustainability and workforce strategies; grant funds will not support direct clinical treatment. Within 3 months, the Tribe will convene a Tribal Community Board of at least 15 members, including at least 3 youth or young adults and 3 caregivers in voting seats. With the Butler Institute for Families, it will complete a Tribal SWOT Analysis involving at least 50 participants within 6 months. The Tribe will host at least 1 annual Gathering of Alaska Natives for at least 60 participants and conduct community engagement grounded in Dena’ina practice. By the end of Year 2, at least 75% of Board organizations will be trained on the system-of-care framework and at least 5 cross-system memoranda of understanding will be executed across education, child welfare, behavioral health, justice, and crisis services. By the end of Year 3, the Tribe will complete a written blueprint addressing governance, partnerships, outreach, screening, referrals, services, fiscal mapping, and workforce development.
