FY 2025 Cooperative Agreements for Certified Community Behavioral Health Planning Grants - Project Name: North Carolina Certified Community Behavioral Health Clinic (CCBHC) Planning Grant Project Summary: North Carolina aims to certify CCBHCs to expand access to timely, integrated, and high-quality care across the state and strengthen the State's investments into the transformation of the its public behavioral health system, which aims to provide a comprehensive range of services to support community living and minimize hospitalization and institutionalization. NC DHHS will design a certification process that includes a written readiness tool, a face-to-face interview by a panel of experts, and a site visit to verify compliance with CCBHC criteria. The goal of the program is to certify as many CCBHCs as possible and all interested clinics will have access to peer support and technical assistance through the statewide CCBHC collaborative. Population To Be Served: North Carolinians (both children and adults) with mental illness, SUD, and co-occurring conditions will be the population of focus for North Carolina’s CCBHC program. More than 460,659 adults in North Carolina are living with serious mental illness (SMI) and more than 1,9 million adults in North Carolina have any mental illness. 228,104 children and adolescents have a Severe Emotional Disturbance (SED) and 380,173 children and adolescents have any mental illness. 1,5 million individuals ages 12+ are estimated to have a SUD. SMI prevalence is highest among Native Americans/American Indians (9.3%), followed by individuals of multiple races (8.2%). Furthermore, individuals living in rural areas, 40% of the state’s population, face additional difficulties and are more likely to be uninsured. Strategies/Interventions: North Carolina is planning expand access to and capacity of CCBHC-required services by implementing strategies including: •Providing technical assistance to providers interested in certification as a CCBHC and consultative services to support CCBHCs address certification readiness gaps identified; •Certifying the initial set of CCBHCs to participating in the Demonstration program and ensuring that their operating policies are tailored to their community needs assessment; •Establishing the State’s Prospective Payment Systems (PPS) for Medicaid reimbursable behavioral health services; •Continuing behavioral health workforce investments in certified peer specialists, direct support professionals, and behavioral health providers serving children and adolescents; •Designing a comprehensive care management care protocol for CCBHCs and providing training to care managers on Person Centered Planning and cross-cultural competency; •Requiring CCBHCs to serve veterans and members of the armed forces and establishing formal relationships with Veterans Affairs facilities in their areas for referrals; and •Educating primary care providers, emergency departments, inpatient facilities, and other providers on the CCBHC program to ensure North Carolinians are referred to services. Project Goals and Measurable Objectives: North Carolina’s CCBHC program seeks to increase access to a behavioral health care safety net for all North Carolinians. The project will collect data and impact of efforts by measuring: •Increase the number of CCBHCs served with technical assistance and number of CCBHCs certified •Collect the number and demographics of clients served including specialized populations and inclusion of underserved populations per disparity impact statement •Increase the volume of services provided by each CCBHC by site of service •Increase the % of people with lived experience within work group/advisory group/ council members who are consumers/ family members
