Project Abstract - The Michigan Department of Education (MDE) is applying to the Substance Abuse and Mental Health Services Administration for the Project AWARE (Advancing Wellness and Resiliency in Education) State Education Agency Grants: AWARE-SEA for short. Key partners are the Departments of Health and Human Services (MDHHS), three intermediate school districts (ISDs): Delta-Schoolcraft Intermediate School District (DSISD), Copper Country Intermediate School District (CCISD), and Van Buren Intermediate School District (VBISD) as well as their local Community Mental Health (CMH) partners. The MDE and the MDHHS expect to (1) increase awareness of mental health issues among school-aged youth (age five to age 18) through improved coordination of state and local resources and enhanced integration and coordination of behavioral health services; (2) provide training (Youth Mental Health First Aid) for school personnel and other adults who interact with school-aged youth, including community partners, to detect and respond to mental health issues; and (3) increase access to and connect to school and community-based mental, emotional, and health services for school-aged youth, who may have behavioral health issues (including serious emotional disturbance [SED] or serious mental illness [SMI]), and their families to services.
The proposed project will convene four teams: (1) an AWARE Core Team consisting of the Project Director, Project Coordinator, Project Co-Coordinator, and the Supervisor of the Project Co-Coordinator, charged with the development of Michigan AWARE-SEA Project Coordination and Integration Plan of multiple service systems; (2) an AWARE State Management Team consisting of the AWARE Core Team, the AWARE Evaluator, and each of the ISD Community Project Mangers (CMP), and as necessary, the Technical Assistance Advisors, charged with the development and implementation of a training plan; (3) a Local Management Team (LMT) consisting of each CPM, the Community Project Co-Managers, the local data person(s), and, as needed, the Technical Assistance Advisors, charged with ensuring the implementation and integration at the local level; and (4) a Grants Collaborative consisting of state-level grant leads of various other grant projects at the state-level for the MDE and the MDHHS, charged with incorporating lessons learned and best practices from other initiatives and grants, working cooperatively, offering insights to streamlining efforts, and mitigating duplication of efforts.
The project will be implemented in local districts within each of the ISDs. The selected ISDs, local districts, and communities are areas with significant need, yet possess capacity through existing structures and current state-funded projects, as well as a strong commitment to the project. The project will impact at least 200 unduplicated participants in Year 1 and 2000 unduplicated participants in Years 2-5. The MDE is requesting $1,800,000 per year for five years.
