FY 2020 CCBC CCBHC Expansion Grant - FY2020 CCBC CCBHC Expansion Project-ABSTRACT
Community Counseling of Bristol County (CCBC) is currently operating a Certified Community Behavioral Health Clinic (CCBHC) with funding from the SAMHSA FY 2018 CCBHC Expansion grant. CCBC is now applying for the FY 2020 Certified Community Behavioral Clinic Expansion (CCBHC) grant to continue to expand behavioral Health (BH) and care coordination services available to persons with substance use disorders (SUDs), co-occurring substance use and mental health disorders (CODs), persons with serious mental illness (SMI) and children with serious emotional disturbances (SED) including those that have no health care coverage. CCBC was certified in as a CCBHC in 2017 in Massachusetts as one of the largest BH providers in southeastern Massachusetts (SE MA) serving 50 cities and towns in the region. In FY19, CCBC served over 15,000 adults and children through our offices in Taunton, Attleboro, Brockton, Fall River, and New Bedford; the major population centers within the region. The geographic area CCBC proposes to continue to provide these expanded services includes the cities of Taunton, Attleboro, and Brockton and the surrounding communities with a total population exceeding 500,000 where we have seen increased needs for expansion of BH services for children with SED, adults with SMI, and adults, adolescents, and families with the increased SUD especially opiate use disorder (OUD). For the population in the targeted catchment area, based on SAMHSA’s survey in 2018, close to 50% of persons with SMI have a co-occurring SUD. The screening and assessment needs of these populations often center on point of referral in the Emergency Departments (EDs). CCBC has trained clinicians in the four local EDs and has the clinical capacity to screen children for SED and adults for SUDs, CODs, and SMI that put the person at risk for harm to self or others. CCBC is seeking to further expand capacity for timely referrals of persons who do not require inpatient hospitalization but have a subacute treatment need and require timely access to community-based BH services. To implement these programs CCBC will meet the following goals and objectives:
Goals:
1) Further expand access to outpatient (OP) BH services for the COD, SUD, SMI, and SED populations in the Taunton-Attleboro and Brockton areas of SE Massachusetts.
2) Reduce the wait time for children’s OP services from several months to two weeks.
3) Implement a number of Evidence Based Practices (EBPs) for the COD population that focus on the reduction of trauma, decreasing suicidality, as well as continued focus on integrated treatment for co-occurring disorders.
4) CCBC will further expand Medication Assisted Treatment (MAT) for persons with OUDs in the two catchment areas.
Objectives:
1) CCBC will allocate 16 masters level clinicians to this project including 2 new clinicians to support the children’s OP clinics, 2 in-home therapy clinicians, 11 clinicians who will be from the current adult and children’s OP teams, a part time child psychiatrist, and two Recovery Support Navigators at award.
2) CCBC will continue to serve the approximately 1,000 new clients served through our CCBHC 2018-2020 grant and projects expanding CCBHC services to an additional total 250 clients in year 1 and 350 clients in year two, totaling 600 new persons served and 1600 total persons served through our CCBHC expansion.
3) CCBC will train the clinical staff in the identified EBPs for SED, SMI, and CODs and deliver services implementing these practices in both catchment areas.
4) CCBC will further expand MAT to 100 clients in the two catchment areas.
