CCBHC Expansion Grant for Red Rock BHC will increase access to crisis services as well as treatment services for consumers by bringing services to them utilizing telehealth technology. - Red Rock Behavioral Health Services (RR), a certified CCBHC, proposes to serve 700 adults with serious mental illness (SMI); children and adolescents with serious emotional disturbance (SED); children and adults with substance use disorders (SUD) including opioid use disorders, or with co-occurring mental health and substance disorders (COD). This expansion of RR’s certified CCBHC will impact our 14 county catchment area. Covering 13,329 square miles, it includes the Northeast Quadrant of Oklahoma City as well as 5 counties classified as rural by the US Health Resources and Services Administration (HRSA). The Goals of this project are: (Goal 1) to create a single, virtual point of access available 24 X 7 from home or a consumer-identified community location to mobilize, through a Virtual Response Team (VRT), an immediate response to behavioral health emergencies and function as the point of entry to the full range of clinical and recovery-oriented, person- and family-centered RR services for SMI, SED, SUD and COD. Project Goals are: (Goal 2) Increase the availability of evidence-based, integrated, person- and family-centered screening, assessment, diagnosis, treatment and recovery supports through Virtual Treatment Teams (VTT). Creating this single point of access and greatly expanded availability of virtual ongoing care will respond to the huge barriers of distances and transportation in this heavily rural catchment area. The project will also increase engagement and retention in integrated SMI, SED, SUD, COD and health care by allowing individuals in need to access HIPAA compliant services easily from home or community. Evidence based practices to be utilized include: Motivational Interviewing, Applied Suicide Intervention Skills Training (ASIST), Integrated Dual Disorder Treatment (IDDT), Collaborative Assessment and Management of Suicidality (CAMS), High Fidelity Wrap Around, Individual Placement and Support, Medication Assisted Treatment (MAT), Assertive Community Treatment (ACT), Trauma Informed-Cognitive Behavioral Therapy (TI-CBT), and Seeking Safety. RR is a 501-C-3, not for profit organization which is CERTIFIED as a CCBHC by the state of Oklahoma and as a Community Mental Health Center (CMHC) is accredited by the Commission on Accreditation of Rehabilitation Facilities (CARF). RR has been providing services to consumers with the most serious mental health needs for more than 40 years and is Oklahoma’s largest CMHC serving one third of the state’s population. RR provides a comprehensive array of SED, SMI, SUD and COD services for adults and children including: outpatient at levels of intensity calibrated to consumer need; screening, coordination and monitoring services for physical health conditions (including onsite HIV testing and support); case management; peer support; MAT; ACT; supported employment services: benefits acquisition assistance; and community crisis stabilization beds as well as referral to hospitalization as needed. RR also operates an 80 bed substance use residential treatment facility where women can bring children while receiving the support. The project will demonstrate, by a carefully designed evaluation, increased accessibility to consumers facing great distances with limited transportation, increased retention in treatment services and increased satisfaction. Through an agency-wide assessment guided by our Stakeholder Advisory Committee and utilizing the US Department of Health and Human Services Culturally and Linguistically Appropriate Service standards, Red Rock will make all services even more culturally responsive.
