Certified Community Behavioral Health Center Expansion for Love, Carter, Garvin, Murray, Pontotoc, Seminole, Johnston, Marshall and Bryan Counties - To significantly increase access to mental health and addiction care in rural Southeastern Oklahoma, Lighthouse Behavioral Wellness Center's Certified Community Behavioral Health Center for Love, Carter, Garvin, Murray, Pontotoc, Seminole, Johnston, Marshall and Bryan County's project will focus on enhancing and expanding care management for vulnerable populations in order to improve behavioral and physical health outcomes. Lighthouse's CCBHC target population is adults with serious mental illness (SMI), children with serious emotional disturbance (SED), adults with substance use disorders (SUD) and members of the armed forces and veterans seeking mental health and substance use disorder treatment. The number of people that will be served annually is 1,700.
Only 43.1 percent of all people living with SMIs receive behavioral health care; the remainder are served in homeless shelters, hospital emergency rooms and penal institutions. Oklahoma has a high prevalence rate, with 22.4% experiencing mental illness (3rd highest among all states) and 11.9% experiencing a SUD (2nd highest among all states).
According to SAMHSA, the prevalence rate for SED children is 10%. Half of all lifetime cases of mental illness begin by the age of 14; however, four out of 10 children in Oklahoma with mental health problems cannot get access to treatment, services or support (Oklahoma Department of Mental Health and Substance Abuse Services, 2018).
Additionally, approximately 730,000 individuals or 30% of active duty and reserve military personnel deployed in Iraq and Afghanistan have a mental health condition requiring treatment. However, less than 50% of returning veterans in need receive any mental health treatment at all. As a result, approximately 17 veterans die by suicide every day.
Lighthouse will collect consumer data, analyze and mine data in a variety of ways in order to manage, monitor and enhance services, as well as assess performance outcomes. Utilizing population management systems to aggregate data across multiple health information sources into a single consumer record, Lighthouse will examine health outcomes for continuous quality improvement processes.
Lighthouse will provide comprehensive person and family centered integration services; 24/7 access to crisis stabilization, community based mental health and substance use treatment and physical health care in a single location. Increasing access to effective treatment, stabilizing people in crisis, and decreasing wait time will strengthen the integration and alignment of physical and behavioral health services to the special populations, increase proficiency in the use of evidenced based practices and improve service delivery standardization. The CCBHC stakeholder engagement, technical assistance, learning community opportunities, and certification readiness activities will aid in developing solutions and improving outcomes.
