Easterseals Michigan CCBHC Expansion - Easterseals Michigan, (ESM) a Certified Community Behavioral Health Clinic (CCBHC) is seeking SAMHSA CCBHC expansion grant funds to meet the underserved behavioral health (BH) needs of children, adults and families within Oakland County, Michigan. The CCBHC will serve all individuals regardless of residence or ability to pay with Substance Use Disorders (SUD), Serious Mental Illness (SMI), Serious Emotional Disorders (SED), including complex co-morbid, high-risk youth, veterans and opiate and other addiction subgroups. OC’s population is 1,250,836. Of that population, 56,228 are Veterans. The county faces a shortage of skilled workers and severely limited access to a wide array of behavioral health services. As a result, there are gaps in accessing CCBHC services. The prevalence of suicide deaths (168), depression (in 24,307 high school students), alcohol, opioid deaths (200) and tobacco use argues for CCBHC funding. SMI affects over 44,000 adults. Residents with diabetes number 115,945 and 332,429 are obese. Based on ESM CCBHC data, over 50% of the CCBHC population uses tobacco regularly (18% state average). Among children, 9.4% aged 12-17 used an illicit drug within the last month, 14.2% used marijuana within the last year, 10.8% used alcohol within the last month, and 5.5% binged on alcohol within the last month. Use of e-cigarettes increased by 78% amongst high schoolers and by 48% amongst middle schoolers.
ESM plans to meet the proposed CCBHC’s target population’s unmet BH needs by leveraging its extensive comprehensive behavioral health services experience from five strategically located ESM service centers and via designated collaborative organizations partnerships for state sanctioned crisis and primary care. The CCBHC’s goals are to: 1) Use Evidence Based Practices (EBP) to decrease youth substance use and serve 100 additional youth per year in schools and the community; 2) Increase service capacity through workforce expansion, screening, outreach activities expanding access to services for children, adults and veterans in OC at risk for SUD, MI, and SED; 3) Enhance comprehensive services to individuals with complex needs (Veterans, SUD, Trauma) through training and implementing EBPs as evidenced by more individuals receiving condition specific treatment; 4) Reduce suicides by implementing Zero Suicide Care Pathway and EBPs deploying training for 25 staff; and 5) Implement culturally competent Complex Care delivery approaches to reduce health disparities by expanding care coordination (nicotine cessation and nutrition counseling) for individuals with complex comorbid conditions. To accomplish its goals, ESM will continue to provide the full range of CCBHC required activities that have proven results such as: 22% increased access to care, 8% increase in serving Veterans and/or their families; 8% increase in workforce. ESM’s CCBHC anticipates serving 4,000 unduplicated individuals the year one with an additional 4,000 by year two.
