American Indian Health & Services (AIH&S), a California non-profit corporation, respectfully requests grant funding in the amount of $250,000 per year for five years in support of our FY 2020 Tribal Health Grant Program (Short Title: Native Connections) project for the period April 30, 2020 to April 29, 2025. AIH&S is a non-profit Urban Indian Health Organization, as defined by 25 U.S.C. 1603(29), and meets the eligibility requirements as described in the Funding Opportunity Announcement for SM-20-002. The purpose of the Native Connections program is to prevent suicide and substance misuse, reduce the impact of trauma, and promote mental health among American Indian/Alaska Native (AIAN) youth through the ages of 24 years. California is home to the largest AIAN population in the country, including terminated or non-federally recognized Tribes, and urban Indian communities. California has more AIAN individuals than any other single state in the country and the majority of these Native Americans reside off-reservation in urban areas, such as the regions of Santa Barbara and Ventura counties. In 2018, the US Census Bureau reported that 740,935 individuals identify as AIAN alone or in combination with one or more races in California. In Santa Barbara and Ventura Counties (located approximately 100 miles Northwest of Los Angeles), a total of 26,106 identify as AI/AN alone or in combination with one or more other races. For most of these individuals, AIH&S is the only behavioral and medical health resources with a Native focus available to them. Therefore, the population of focus for the proposed project are the AIAN youth ages 12-24 that reside in the geographic catchment area of the coastal Santa Barbara and Ventura County communities. The goals of the grant are to: 1) Decrease the impact of historical trauma, mental health challenges, and substance abuse among AIAN youth ages 12-24 by implementing an annual Gathering of Native Americans (GONA); 2) Decrease instances of suicidal ideation and attempt by AIAN youth ages 12-24 in Santa Barbara and Ventura Counties by implementing a culturally adaptive evidence-based Questions Persuade Refer (QPR) program for AIH&S staff, AIAN community, and local AIAN-serving agencies; 3) Increase collaboration among AIAN-serving organizations to improve the cohesive communication and collaboration of a culturally-responsive network responding to mental health and behavioral health needs of the AIAN community. Activities will be implemented by a team that will be headed by the Project Director. Team members will bring a breadth and depth of skills that include knowledge of the AIAN community as well as a range of lived and academic education to ensure the successful implementation of project goals and objectives.
