Arizona is in the beginning stages of a significant paradigm shift to integrated health care. The service delivery model in Arizona has shifted significantly as of October 1, 2018 when all Medicaid contractors were required to integrate physical and behavioral health services together to treat all aspects of members’ health care needs under a chosen health plan. Family Involvement Center (FIC) seeks to strengthen its’ ability to lead Arizona’s Family Run Organizations (FRO’s) in ensuring family, youth, and parent voices are included in the development of children’s mental health service planning and policy development during this time of major transformation. The Arizona Family Integrated Health Network (AFIHN), will increase our capacity to further recruit, train, and mobilize diverse parent, youth, and young adults from around the state to provide mutual aid and to participate in state policy boards and advocacy events. FIC will work to achieve the following goals and objectives: Goal 1: Strengthen infrastructure and organizational leadership within Arizona’s Family Run Organizations (FRO) in order to establish and sustain a robust statewide network of family and youth leaders. Family Involvement Center will cultivate a strong statewide family network infrastructure that will include three regional Family Voice Coordinators, a statewide Network Leadership Team, FRO partners, and a cadre of statewide parent, youth, and young adult leaders with “lived experiences” within the integrated health system. Goal 2: Increase the capacity of the seven Arizona Complete Care Health Plans to ensure parent/family caregiver and youth voices are valued as participants in state and local mental health services planning and policy development. FIC will formalize written agreements with the health plans within each region, provide technical assistance to health plan administrators regarding participation of parents and youth in providing input and feedback about service and system planning, and facilitate monthly opportunities for parents and youth to work effectively with policy makers and service providers that support the health needs of children and youth with SED. Goal 3: Cultivate networking and leadership skills and capacity among families and youth through targeted regional and statewide development opportunities. FIC will increase the number of consumer/family members involved in ongoing mental health-related planning and advocacy by 50% each year in each of 3 regions. FIC will ensure that prevention and behavioral health workshops and trainings are available to families within at least five counties each year. Networking and/or social inclusion opportunities will be hosted in each region at least monthly. FIC will increase the number of opportunities to activate the AFIHN in responding to policy, legislative and systems transformation efforts by 50% each year.
