Rutgers proposes establishing a Mental Health Technology Transfer Center (MHTTC) to serve Federal Region II. Working with SAMHSA, state mental health authorities, and national/regional MHTTCs, Rutgers will apply innovative knowledge transfer strategies to develop a skilled, recovery-oriented workforce qualified to deliver evidence-based and promising practices. These practices will be culturally-relevant and locally adapted. Our needs assessment identified persistent challenges serving persons with SMI. Also, school-based interventions for those with serious emotional disorders (SED), and services to transition age youth are of concern. Emergent needs are tied to broad societal changes, including the growth in the prevalence of suicide identified by the CDC and SAMSHA in 2016. A significant ongoing concern to Region II is the long-term emotional adaptation to the delayed storm recovery efforts in both Puerto Rico and the U.S. Virgin Islands, where the most vulnerable citizens were most seriously impacted. The MHTTC will: 1) provide comprehensive training and technical assistance (TA) to providers of mental health services and 2) develop local capacity to support workforce skill development that is sustainable. Through innovative applications of both synchronous and asynchronous technology, traditional classroom, cognitive apprenticeship, and skills training methods, Rutgers will “train the trainers” developing “master practitioners” to maximize impact. These individuals will receive education, guidance, and ongoing support. Direct training and TA will also be delivered via face-to-face, in-person meetings, webinars via live video conferencing, and online educational programs. These platforms will be adapted to facilitate development of communities of practice. Through an intra-university collaboration with the Department of Spanish’s Translation Services, a “best practices” repository of resources in English and Spanish on prevention, treatment, and recovery support will be established. Specialized training and TA will be in all areas of established EBPs for SMI, as well as Assisted Outpatient Treatment, Trauma-Informed Care, cognitive-behavioral techniques, peer wellness coaching, wellness promotion services for co-morbid psychiatric and medical illnesses, forensic peer bridging, police Crisis Intervention Training (CIT), and services for transition age youth with SED or emerging SMI. Other areas include crisis de-escalation, early intervention, disaster response and suicide prevention for all age and diagnostic groups. Rutgers will work with the mental health authorities to identify populations and organizations needing assistance, assess training and TA needs, and to help recruit experienced individuals qualified to become master trainers. The university has extensive specialized expertise strengthening the behavioral health workforce developed through its long-standing contractual relationships with the NJ Division of Mental Health and Addiction Services, NY State Office of Mental Health, and NYC Department of Mental Health and Hygiene. The MHTTC will build on this work and expand it to Puerto Rico and the US Virgin Islands.
